MINUTES <br />CITY COUNCIL <br />MARCH 26, 2008 <br />OF THE CITY PLANNER AS OUTLINED IN HIS REPORT DATED <br />MARCH 6, 2008 <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (2) McGraw, Blesener. <br />Nays (1) Keis. Resolution declared adopted. <br />Keis indicated that he supported Mr. Mietta's request to be able to <br />construct a pylon sign rather than a monument sign. <br />Mr. Keis introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2008-3-81- APPROVING A TEXT <br />AMENDMENT TO THE CITY CODE INCREASING THE <br />MAXIMUM NUMBER OF MASSAGE THERAPY PRINCIPAL <br />BUSINESS LICENSES TO THREE <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (3). <br />Nays (0). Resolution declared adopted. <br />SUBDIVISION Mayor Blesener opened the Public Hearing to consider an Amendment <br />ORDINANCE to the Subdivision Ordinance relating to dead-end and cul-de-sac streets. <br />He noted that both the City Planner and the Planning Commission have <br />recommended approval of the amendment. The City Planner reviewed her <br />March 6, 2008 report and outlined the proposed changes to the ordinance. <br />The changes do the following: <br />• Clarify the fact that the City's 500-foot cul-de-sac length standard <br />does not apply to temporary cul-de-sacs; <br />• Clarify that the City retains the discretion to require longer cul-de- <br />sacs under specific conditions; <br />• Define temporary cul-de-sacs as streets being those where future <br />extension is anticipated; <br />• Clarify that cul-de-sac standards applicable to temporary cul-de- <br />sac streets refers only to the cul-de-sac radius; <br />• Clarify the standards for variance from the Subdivision Ordinance <br />to become more closely consistent with State Law. <br />The Planner indicated that these amendments to the Subdivision <br />Ordinance are proposed in advance of the recodification of the City's <br />ordinances due to the pending litigation relative to the Richie Place plat. <br />The Planner also noted that the amendments proposed reflect the actual <br />intent and practice of the City in applying its Subdivision Ordinance. <br />
