MINUTES <br />CITY COUNCIL <br />May 14, 2008 <br />IMP. NO. <br />2007-02 <br />CONDIT <br />STREET <br />Vanessa VanAlstine thanked the Council and City staff for their support <br />and indicated that it was a delight working in Little Canada and producing <br />local programs. She also acknowledged Kevin Helander, Little Canada's <br />Cable TV Technician, for his efforts and assistance. <br />Blesener opened the continuation of Public Hearing considering the <br />improvement of Condit Street from Nadeau Road to South Owasso Blvd. <br />The City Engineer reported that the three options being considered for <br />Condit Street include 28-foot urban section reconstruction, 24-foot urban <br />section reconstruction, and a mill and overlay of the existing pavement. <br />The City Engineer indicated that the 28-foot width is the City's minimum <br />standard. The Engineer stated that he was not recommending the 28-foot <br />width since placement of the pavement in a location that would save <br />existing trees would result in a 1 foot right-of--way remaining on the east <br />side of the pavement. The Engineer noted that reconstruction with a 24- <br />foot urban section, maintaining the west side of the pavement at its current <br />location along the Zoch property, would result in the trees being saved and <br />a 5-foot boulevard on the east side of the road. The Engineer reported that <br />he is recommending the 24-foot urban section. <br />The Engineer indicated that he met on site with most of the property <br />owners last evening. The general residential population favored the 24- <br />footurban section, as the curb and gutter will improve drainage on the <br />south end of the street and trees would be saved on the Zoch property. <br />The Engineer noted that there are two power poles that would likely have <br />to be moved, which may result in some tree trimming being necessary. <br />Allan asked if the survey stakes discussed at the Apri128`~' improvement <br />hearing were for the 28-foot street or the 24-foot street. The Engineer <br />replied that they were for the 28-foot street, and included pavement <br />alignment to be centered within the right-of--way. That option would <br />require trees to be taken down. <br />The City Engineer presented preliminary assessment rolls for the three <br />options being considered this evening. Again, these are the 28-foot urban <br />section, the 24-foot urban section, and the mill and overlay. The Engineer <br />noted that a rural section does not provide for drainage improvements. <br />The Engineer pointed out that under the City's assessment policy a rural <br />reconstruction is assessed at 100% of the cost. The assessment rate for an <br />urban section is capped, however. <br />Blesener asked about burying the powerlines, and Allan asked if the <br />property owners would bear this cost.
