MINUTES <br />CITY COUNCIL <br />May 14, 2008 <br />City's policy is that property owners would bear the cost of burying <br />existing power lines. The cost to do so along Condit Street would be <br />$29,000 plus some additional costs for transferring from overhead service. <br />Blesener asked if there was anyone from the general public present <br />wishing to comment on this matter. <br />John Grant, 2901 Condit Street, indicated his support for the 24-foot urban <br />section street. He also felt that the $29,000 cost for burying powerlines <br />was too substantial for the four property owners that would have to pay <br />this cost. Grant asked if the entire length of Condit Street would be 24- <br />feet wide, suggesting a 28-foot width north of the Zoch property to <br />accommodate on-street parking adjacent to The House and Suburban <br />Auto. <br />The City Engineer indicated that the proposal was to keep the street width <br />uniform for ease in snowplowing and other maintenance work. The <br />Engineer indicated that the norm is to post a 24-foot street as no parking. <br />However, parking permits would be available for special events. <br />Grant stated that if the Council is agreeable with a 24-foot street width, the <br />property owners are agreeable. Grant felt that the curb and gutter would <br />be a good drainage improvement. <br />Blesener asked if storm sewer would go to the south. The Engineer <br />indicated that most of the storm drainage will flow north to South Owasso <br />Blvd. However, the area at the south end of Condit is flat and really does <br />not drain anywhere. The Engineer stated that he will have to study this <br />area further and determine if it is feasible to take the water to the Hidden <br />Acres pond. <br />Blesener suggested an urban design adjacent to the residential properties <br />and a rural design north of the Zoch's. Keis indicated that he did not favor <br />the rural section, pointing out that the City's policy has been to reconstruct <br />with urban sections. <br />Nancy Walstead, 150 Yorkton Ridge, asked if there are any access <br />restrictions for the commercial properties to Condit Street. The City <br />Administrator reported that the Kandice II, and both Biagini properties are <br />prohibited access to Condit Sheet. However, there are no access <br />restrictions for The House, Suburban Auto, or Quebec Apartments. The <br />Administrator reported that a 1975 letter was found in the file requesting <br />an access restriction for the property now occupied by Suburban Auto, but <br />no deed restriction or formal document was put in place. <br />
