MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />JULY 26, 2017 <br />Pursuant to due call and notice thereof a workshop meeting of the City Council <br />of Little Canada, Minnesota was convened on the 26th day of July, 2017 in the <br />Conference Room of the City Center located at 515 Little Canada Road in said <br />City. <br />Mayor John Keis called the meeting to order at 6:00 p.m. and the following <br />members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor <br />Council Member <br />Council Member <br />Council Member <br />ABSENT: Council Member <br />ALSO PRESENT: City Administrator <br />City Attorney <br />Ramsey Cty Sheriff Deputy <br />City Clerk <br />Mr. John Keis <br />Mr. Tom Fischer <br />Mr. Rick Montour <br />Mr. Mike McGraw <br />Mr. Christian Torkelson <br />Mr. Joel Hanson <br />Mr. Pat Kelly <br />Mr. Rich Clark <br />Ms. Heidi Heller <br />Mayor Keis stated that the purpose of this evening's workshop is to discuss <br />liquor licensing issues and requirements. <br />DISCUSSION The City Attorney explained that due to the recent incident at the Hoggsbreath, <br />ABOUT LIQUOR the City Council decided to review the liquor licensing code and possible other <br />LICENSING additions or changes to the code to help reduce serious incidents. He stated that <br />ISSUES AND the Council is able to put reasonable restrictions on licensed establishments. He <br />REQUIREMENTS stated that security is an important issue at bars and clubs, and this has been <br />addressed by several cities across the country. The City Attorney submitted <br />possible additions to the City Code for restrictions on liquor licenses and <br />security. He reviewed the list of restrictions, along with possible language for <br />an entertainment license. <br />Keis asked about how to police overflow parking areas and whose responsibility <br />it is to control those areas. He asked how much responsibility the Council has in <br />not affecting an owner's livelihood with license restrictions. The City Attorney <br />stated that as long as the Council is not arbitrary and capricious, the City has the <br />ability to establish reasonable conditions. <br />
