MINUTES OF THE WORKSHOP MEETING <br />OF THE ARCHITECTURAL REVIEW COMMITTEE <br />LITTLE CANADA, MINNESOTA <br />NOVEMBER 1, 1995 <br />The Architectural Review Committee of the City of Little Canada was held on the 1st day <br />of November, 1995, in the Council Chambers of the City Center located at 515 Little <br />Canada Road, Little Canada, Minnesota. <br />Chairman of the Planning Commission, Gene DeLonais called the meeting to order at 7:30 <br />p. m. The following persons were present: <br />Gene DeLonais Chairman, Planning Commission <br />Scott Barraclough Member, Planning Commission <br />Fred Schletty Member, Planning Commission <br />John Keis Member, Planning Commission <br />Dan Knutson Member, Planning Commission <br />Steve Morelan Member, City Council <br />Bob Pederson Member, City Council <br />Edith Montgomery Member, Community Pride Committee <br />Also Present: <br />Stephen Grittman City Planner, Northwest Associated Consultants <br />Dan Sjordal Northwest Associated Consultants <br />Madhulika Singh Northwest Associated Consultants <br />Mr. Grittman began the Workshop by discussing the format of the meeting, and introducing <br />an overview of the architectural controls process to the Workshop participants. It was <br />noted that the direction for developing Architectural Guidelines arose from discussions <br />surrounding the redevelopment of the Rice Street and Little Canada Road area. <br />Architectural Controls were an implementation step recommended both by the <br />Comprehensive Plan and the Rice Street/Little Canada Road Development Guide. It was <br />also noted that these controls had to be utilized by both prospective developers and their <br />designers, as well as the City in evaluation of the developers' proposals. <br />The discussion for this workshop would begin by breaking the architectural controls topic <br />into three sub-topics: Architectural elements, Streetscape elements, and Sign elements. <br />It was initially agreed that the Guidelines would be to apply to the Rice Street/ Little <br />Canada Road area initially. To the extent that themes may emerge for application to the <br />remainder of both roadways, the area subject to the guidelines could be enlarged. The <br />workshop participants discussed possible "visions" for the subject area. and agreed that <br />a reflection of the City's French Canadian heritage would be an appropriate theme to apply <br />to both redevelopment and new buildings and spaces in the district. <br />
