MINUTES OF THE JOINT COUNCIL WORKSHOP MEETING <br />CITY COUNCIL OF VADNAIS HEIGHTS <br />AND <br />CITY COUNCIL OF LITTLE CANADA <br />November 18> 1993 <br />The joint meeting of the City Council of Vadnais Heights and the City Council of <br />Little Canada was held on the above date and called to order by Mayor Ray Hanson of Little <br />Canada at 7:10 p.m., at Little Canada City Hall, 515 E. Little Canada Road, Little Canada, <br />Minnesota 55117. The following members were present: <br />Little Canada: Mayor Ray Hanson: and Bob Pedersen, <br />Steve Morelan, Bev Scalze, Council Members <br />Vadnais Heights: Sue Banovetz, Sheny Broecker, and <br />David Garceau, Council Members <br />Also present from Little Canada were: 7oe1 Hanson, City Administrator; Ken Wehrle, <br />Chairman, Litde Canada Parks and Recreation Commission; and 7im Morelan, <br />Also present from Vadnais Heights were: Gerald Urban, City Administrator; Mike <br />Black, Former City Planner; Theresa Greentield, City Planner; Marty Walsh, Parks <br />Superintendent; Mr. Dan Herbst, Developer from Pemtom Company; and Mr. Lowell Pratt <br />and Mr. Len Pratt, Developers from Pratt Homes and Deanne Gueablaoui, Recording <br />Secretaiy. <br />Mayor Hanson introduced Council Members, staff and representatives from Vadnais <br />Heights and Little Canada and the developers present from Pemtom Company and Pratt <br />Homes. The primaty purpose of this joint, informal workshop meeting is to hear and discuss <br />a development concept presentation for the Mitchell property by Mr. Dan Herbst, Pemtom <br />company and Mr. Len Pratt and Mr. Lowell Pratt, Pratt Homes. <br />PRESENTATION OF CONCEPT DEVELOPMENT PLAN <br />Mr. Dan Herbst stated that his company primarily seeks unique parcels of land to develop and <br />is fortunate to be working with the Mitchell property owned by Mr. Edward Pardee. It is <br />unique to both Vadnais Helghts and Little Canada. He is also pleased to be working with <br />Pratt Homes, a home building company that has been in the business for many years. It is <br />the first time he has ever seen two cities come together to work out development issues, and <br />he commended them for this effort. He thanked everyone present for the opportunity to <br />discuss the proposed development plan. <br />
