MINUTES OF THE REGULAR MEETING CITY COUNCIL LITTLE CANADA, MINNESOTA AUGUST 13, 2025 Pursuant to due call and notice thereof, a regular meeting of the City Council of Little Canada, Minnesota, was convened on the 13th day of August 2025 in the Council Chambers of the City Center located at 515 Little Canada Road in said City. Mayor Tom Fischer called the meeting to order at 7:30 p.m., and the following members of the City Council were present at roll call: CITY COUNCIL: Mayor Fischer, Council Members Malone, Kwapick, Gutierrez, and Miller. Absent: None. ALSO PRESENT: City Administrator Bryce Shearen, Assistant City Administrator/Community Relations Manager Laura Linehan, Community Development Director Ben Harrington, Parks and Recreation Director Steve Anderson, City Engineer Eric Seaburg, and City Clerk/HR Manager Heidi Heller. APPROVAL OF MINUTES Kwapick introduced the following resolution and moved its adoption: RESOL UTION NO. 2025-8421— APPROVING THE MINUTES OF THE JULY 23, 2025, REGULAR MEETINGS AS SUBMITTED The foregoing resolution was duly seconded by Gutierrez. Ayes (5). Nays (0). Resolution declared adopted. ANNOUNCEMENTS The Assistant City Administrator reported that the last Art in the Park event will take place on August 14th at Lower Spooner Park. On August 11 th, there was record attendance at the farmers market, and the next farmers market will take place on August 18th PUBLIC COMMENT None. CONSENT AGENDA Miller introduced the following resolution and moved its adoption: RESOL UTION NO. 2025-8-122 —APPROVING THE CONSENT AGENDA WHICH CONTAINS THE FOLLOWING. - Approval of the Vouchers • Call for a Closed Workshop on August 27, 2025, at 5:00 p.m. to Discuss Easement Acquisitions • Appoint Ryan Anderson as Public Works Streets & Fleet Supervisor • Authorize Community Building Professional Design Services and Bring Forward 2024 CIP Funds
