MINUTES OF THE REGULAR MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />OCTOBER 8, 2025 <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of Little Canada, <br />Minnesota, was convened on the 8th day of October 2025 in the Council Chambers of the City Center <br />located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 7:30 p.m., and the following members of the City <br />Council were present at roll call: <br />CITY COUNCIL: Mayor Fischer, Council Members Malone, Kwapick, Gutierrez, and Miller. <br />Absent: None. <br />ALSO PRESENT: City Administrator Bryce Shearen, Public Works Director Bill Dircks, and City <br />Clerk/HR Manager Heidi Heller. <br />APPROVAL OF MINUTES <br />Miller introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2025-10-156 - APPROVING THE MINUTES OF THE SEPTEMBER <br />24, 2025, REGULAR MEETING AS SUBMITTED <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />ANNOUNCEMENTS <br />PROCLAMATION — FIREFIGHTER APPRECIATION MONTH <br />Mayor Fischer read the proclamation for Firefighter Appreciation Month. <br />OTHER <br />The City Administrator announced upcoming events and activities open to members of the community. <br />He noted that the city is seeking applicants for the Planning Commission and Parks and Recreation <br />Commission. <br />PUBLIC COMMENT <br />Craig Larson, 2910 Desoto Street, commented that the traffic on Costa Lane is bad because of the <br />apartments relocating their parking to that street. He stated that if no parking signs are posted on <br />Costa, those people will then park on Desoto. He did not have a concern with people parking on <br />Desoto, but noted that people already park on Desoto for the park, so that will create a shortage of <br />parking. <br />CONSENT AGENDA <br />Miller introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2025-10-157 — APPROVING THE CONSENT AGENDA WHICH <br />CONTAINS THE FOLLOWING.- <br />* Approval of the Vouchers <br />
