MINUTES OF THE REGULAR MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />DECEMBER 17, 2025 <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of Little Canada, <br />Minnesota, was convened on the 17th day of December, 2025, in the Council Chambers of the City <br />Center located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 7:30 p.m., and the following members of the City <br />Council were present at roll call: <br />CITY COUNCIL: Mayor Fischer, Council Members Malone, Kwapick, Gutierrez, and Miller. <br />Absent: None. <br />ALSO PRESENT: City Administrator Bryce Shearen, Assistant City Administrator Laura Linehan, <br />Community Development Director Ben Harrington, Parks and Recreation Director Steve Anderson, <br />Public Works Director Bill Dircks, City Clerk/HR Manager Heidi Heller, and City Attorney Amanda <br />Johnson. <br />APPROVAL OF MINUTES <br />Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2025-2-181— APPROVING THE MINUTES OF THE DECEMBER 3, <br />2025, WORKSHOP AND THE DECEMBER 3, 2025, REGULAR MEETINGS AS <br />SUBMITTED <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />ANNOUNCEMENTS <br />The Assistant City Administrator thanked everyone who attended, volunteered, and/or sponsored the <br />Cookies with Santa event. She also thanked those who donated winter coats. She encouraged <br />residents to sign up for the email newsletter and communications. <br />PUBLIC COMMENT <br />None. <br />PRESENTATIONS <br />LITTLE CANADA FIRE DEPARTMENT DONATION <br />Fire Chief Don Smiley presented a donation to the City's fire equipment fund, highlighting items that <br />were purchased from that fund in 2025. <br />Assistant Fire Chief Tim Boss commented that he is the Gambling Manager and will be transitioning a <br />new member of the department into that role. He recognized that they would not be able to make these <br />donations without the support of the local establishments, recognizing Gordie's Bar and Hoggsbreath <br />Bar. <br />
