MINUTES OF THE REGULAR MEETING CITY COUNCIL LITTLE CANADA, MINNESOTA DECEMBER 17, 2025 Pursuant to due call and notice thereof, a regular meeting of the City Council of Little Canada, Minnesota, was convened on the 17th day of December, 2025, in the Council Chambers of the City Center located at 515 Little Canada Road in said City. Mayor Tom Fischer called the meeting to order at 7:30 p.m., and the following members of the City Council were present at roll call: CITY COUNCIL: Mayor Fischer, Council Members Malone, Kwapick, Gutierrez, and Miller. Absent: None. ALSO PRESENT: City Administrator Bryce Shearen, Assistant City Administrator Laura Linehan, Community Development Director Ben Harrington, Parks and Recreation Director Steve Anderson, Public Works Director Bill Dircks, City Clerk/HR Manager Heidi Heller, and City Attorney Amanda Johnson. APPROVAL OF MINUTES Miller introduced the following resolution and moved its adoption: RESOL UTION NO. 2025-2-181— APPROVING THE MINUTES OF THE DECEMBER 3, 2025, WORKSHOP AND THE DECEMBER 3, 2025, REGULAR MEETINGS AS SUBMITTED The foregoing resolution was duly seconded by Gutierrez. Ayes (5). Nays (0). Resolution declared adopted. ANNOUNCEMENTS The Assistant City Administrator thanked everyone who attended, volunteered, and/or sponsored the Cookies with Santa event. She also thanked those who donated winter coats. She encouraged residents to sign up for the email newsletter and communications. PUBLIC COMMENT None. PRESENTATIONS LITTLE CANADA FIRE DEPARTMENT DONATION Fire Chief Don Smiley presented a donation to the City's fire equipment fund, highlighting items that were purchased from that fund in 2025. Assistant Fire Chief Tim Boss commented that he is the Gambling Manager and will be transitioning a new member of the department into that role. He recognized that they would not be able to make these donations without the support of the local establishments, recognizing Gordie's Bar and Hoggsbreath Bar.
