MINUTES OF THE REGULAR MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />FEBRUARY 11, 2026 <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of Little Canada, <br />Minnesota, was convened on the 11th day of February 2026 in the Council Chambers of the City Center <br />located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 7:30 p.m., and the following members of the City <br />Council were present at roll call: <br />CITY COUNCIL: Mayor Fischer, Council Members Kwapick and Miller. <br />Absent: Gutierrez and Malone. <br />ALSO PRESENT: City Administrator Bryce Shearen, Assistant City Administrator Laura Linehan, <br />and City Clerk/HR Manager Heidi Heller. <br />APPROVAL OF MINUTES <br />Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2026-2-15 — APPROVING THE MINUTES OF THE JANUARY 28, <br />2026, WORKSHOP AND THE JANUARY 28, 2026, REGULAR MEETINGS AS <br />SUBMITTED <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (3). Nays (0). Resolution declared adopted. <br />AMEND AGENDA <br />Kwapick introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2026-2-16 — AMEND THE AGENDA TO MOVE PRESENTATIONS <br />BEFORE PUBLIC COMMENT <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (3). Nays (0). Resolution declared adopted. <br />ANNOUNCEMENTS <br />The Assistant City Administrator noted the upcoming community connections event and Coffee with a <br />Cop, which will be held on February 26th at Qamaria Coffee at 4 p.m. She noted that food and child - <br />friendly activities will be provided at this event and every Community Connections event. She <br />encouraged residents to join the Community Ambassador program, noting that the first quarterly <br />meeting will be held on February 17th at City Hall. <br />PRESENTATIONS <br />RECOGNITION OF LITTLE CANADA MAYOR FOR THE DAY ESSAY SUBMISSIONS <br />The Assistant City Administrator invited the representative from the League of Minnesota Cities to <br />provide more information on the contest. <br />
