MINUTES OF THE REGULAR MEETING CITY COUNCIL LITTLE CANADA, MINNESOTA FEBRUARY 11, 2026 Pursuant to due call and notice thereof, a regular meeting of the City Council of Little Canada, Minnesota, was convened on the 11th day of February 2026 in the Council Chambers of the City Center located at 515 Little Canada Road in said City. Mayor Tom Fischer called the meeting to order at 7:30 p.m., and the following members of the City Council were present at roll call: CITY COUNCIL: Mayor Fischer, Council Members Kwapick and Miller. Absent: Gutierrez and Malone. ALSO PRESENT: City Administrator Bryce Shearen, Assistant City Administrator Laura Linehan, and City Clerk/HR Manager Heidi Heller. APPROVAL OF MINUTES Miller introduced the following resolution and moved its adoption: RESOL UTION NO. 2026-2-15 — APPROVING THE MINUTES OF THE JANUARY 28, 2026, WORKSHOP AND THE JANUARY 28, 2026, REGULAR MEETINGS AS SUBMITTED The foregoing resolution was duly seconded by Kwapick. Ayes (3). Nays (0). Resolution declared adopted. AMEND AGENDA Kwapick introduced the following resolution and moved its adoption: RESOL UTION NO. 2026-2-16 — AMEND THE AGENDA TO MOVE PRESENTATIONS BEFORE PUBLIC COMMENT The foregoing resolution was duly seconded by Miller. Ayes (3). Nays (0). Resolution declared adopted. ANNOUNCEMENTS The Assistant City Administrator noted the upcoming community connections event and Coffee with a Cop, which will be held on February 26th at Qamaria Coffee at 4 p.m. She noted that food and child - friendly activities will be provided at this event and every Community Connections event. She encouraged residents to join the Community Ambassador program, noting that the first quarterly meeting will be held on February 17th at City Hall. PRESENTATIONS RECOGNITION OF LITTLE CANADA MAYOR FOR THE DAY ESSAY SUBMISSIONS The Assistant City Administrator invited the representative from the League of Minnesota Cities to provide more information on the contest.
