MINUTES OF THE REGULAR MEETING CITY COUNCIL LITTLE CANADA, MINNESOTA APRIL S, 2026 Pursuant to due call and notice thereof, a regular meeting of the City Council of Little Canada, Minnesota, was convened on the 8th day of April 2026 in the Council Chambers of the City Center located at 515 Little Canada Road in said City. Mayor Tom Fischer called the meeting to order at 7:30 p.m., and the following members of the City Council were present at roll call: CITY COUNCIL: Mayor Fischer, Council Members Malone, Kwapick, and Miller. Absent: None. ALSO PRESENT: City Administrator Bryce Shearen, Assistant City Administrator Laura Linehan, Public Works Director Bill Dircks, Utility Billing/Administrative Support Specialist Evan Glunz, City Engineer Eric Seaburg, City Clerk/HR Manager Heidi Heller, and Finance Director Carl Jacobson APPROVAL OF MINUTES Kwapick introduced the following resolution and moved its adoption: RESOLUTION NO. 2026-4-47 — APPROVING THE MINUTES OF THE MARCH 25, 2026 WORKSHOP AND THE MARCH 25, 2026 REGULAR MEETINGS AS SUBMITTED The foregoing resolution was duly seconded by Miller. Ayes (4). Nays (0). Resolution declared adopted. ANNOUNCEMENTS The Assistant City Administrator noted the April Community Connection Series, scheduled for April 23rd from 11 a.m. to 1 p.m., which is a business community meet -up and networking opportunity. The city is hosting several events during National Volunteer Week; more information can be found on the city website. FAIR HOUSING MONTH PROCLAMATION Mayor Fischer read the Fair Housing Month Proclamation. PUBLIC COMMENT None. CONSENT AGENDA Kwapick introduced the following resolution and moved its adoption: RESOL UTION NO. 2026-4-48 — APPROVING THE CONSENT AGENDA WHICH CONTAINS THE FOLLOWING. • Approval of the Vouchers • Authorize Hiring of Temporary Seasonal Employees for 2026 • Approve Contract with RES Pro for Fireworks at 2026 Canadian Days • Approve Change Order for Tree Clearing Work
