MINUTES OF THE REGULAR MEETING <br />PLANNING COMMISSION <br />LITTLE CANADA, MINNESOTA <br /> <br />OCTOBER 10, 2024 <br /> <br />Pursuant to due call and notice thereof a regular meeting of the City Council of Little Canada, <br />Minnesota was convened on the 10th day of October, 2024 in the Council Chambers of the City <br />Center located at 515 Little Canada Road in said City. <br /> <br />Chair Taelor Johnson called the meeting to order at 5:34 p.m. and the following members of the <br />Planning Commission were present at roll call: <br /> <br />PLANNING COMMISSION: Carlson-Clark, Haluptzok, Johnson, Lum, Masrud, and <br />Thorson. Absent: Boe-Schmidtz and Kulousek. <br /> <br />ALSO PRESENT: Community Development Director Ben Harrington <br /> <br /> <br />ADOPT AGENDA <br />The agenda was approved as presented. <br /> <br />MINUTES <br />Commissioner Masrud made a motion to approve the August 8, 2024 Planning Commission <br />minutes as submitted. Commissioner Carlson-Clark seconded the motion. The motion was <br />unanimously approved. <br /> <br />OPEN TO THE PUBLIC <br />No comments. <br /> <br />COMMISSION BUSINESS <br /> <br />PUD REZONING, EASEMENT VACATIONS & PRELIMINARY/FINAL PLAT AT <br />2526, 2534, 2550 RICE STREET & 0 DEMONT AVENUE – PLANNING CASE #1434 <br />The Community Development Director presented a request for development at the northeastern <br />corner of Rice and Demont which includes requests for easement vacations, preliminary and <br />final plat, and PUD overlay district. He stated that the proposed property is composed of six <br />separate parcels and the applicant is proposing to build a five-story, 160-unit apartment building <br />and to renovate the existing commercial building for relocation of Flameburger. He provided <br />background on the request, noting that a conceptual version of this proposed was reviewed as a <br />rezoning and lot combination in December of 2023. He stated that the proposal has not changed <br />in site arrangement, height, density or appearance since the last approvals were provided and the <br />deviations are fundamentality related to setbacks and location. He stated that the applicant has <br />had ongoing conversations with the County related to the Rice Street access, has received <br />preliminary approval from Ramsey Washington Metro Watershed District (RWMWD), and is <br />finalizing their financing.
