• Goal 4: Promote efficient, planned commercial and industrial expansion within <br />the City's growth areas, accessible to public infrastructure and transportation. <br />• Goal 5: Promote Lino Lakes' location within the metropolitan region as an <br />advantage in doing business. <br />Per the Comprehensive Plan, the mixed use guidance for the east parcel allows for a <br />residential/commercial mix of 60/40. North Oaks Company is proposing all residential <br />development and no commercial. <br />A market study for retail potential was completed by Maxfield Research & Consulting on <br />March 4, 2016. The study defined the Market Area and analyzed traffic volumes, <br />population & household data, household incomes, consumer expenditures and retail <br />market conditions. The market study notes: <br />• The subject site is not located on a major thorough fare. <br />• There is no concentration of retail at this location. <br />• The current 10,000 ADT (vehicle trips) supports existing Holiday Station, hair <br />salon and restaurants. <br />• Page 17 suggests the site could support about 5,000 s.f. of destination retailer. <br />• Page 18 suggests the site could capture 5% of the retail growth from 2016-2025. <br />This equates to 14,350 s.f. of retail space. <br />• Page 19 states, "we might recommend a limited amount of additional retail that <br />could be supported in conjunction with the existing restaurant". <br />• Page 19 states, "until there is a higher population density in the immediate <br />vicinity of the site, attracting additional retail to this location is likely to be <br />challenging". <br />Additional comments: <br />• The need for commercial development needs to be further discussed. <br />• The PUD ordinance could provide language allowing flexibility for the 7 acre <br />senior rental parcel for residential or commercial development. <br />Transportation Plan <br />Goals of the Transportation Plan are: <br />• Goal 1: Plan for and achieve required street improvements and connectivity <br />throughout the City of Lino Lakes. <br />• Goal 2: Ensure that streets and roads are as safe as possible. <br />• Goal 3: Improve traffic flow despite increase in traffic numbers. <br />• Goal 4: Ensure that local streets are maintained (or reconstructed to) an <br />acceptable level. <br />• Goal 5: Reduce unnecessary traffic on Lino Lakes' streets and roads. <br />10 <br />
