ENVIRONMENTAL BOARD <br />Summary/North Oaks Company <br />From the Meeting on October 28, 2015 <br />STAFF ORIGINATOR: Marty Asleson, Environmental Coordinator <br />MEETING DATE: October 28, 2015 <br />Summary: Environmental Board North Oaks Concept Plan <br />Discussion and Recommendations <br />The Environmental Board met on October 28, 2015 to discuss the North Oaks Concept <br />Plan. The following Environmental Board recommendations were made concerning the <br />North Oaks Concept Plan: <br />• Ensure the Shoreland Overlay District rules are addressed in the Preliminary Plat <br />• An open system (not piped) surface water treatment train approach to stormwater <br />conveyance be designed into the plan. <br />• Concern for an active area for Blanding's Turtle be designed into the site, <br />including dropped curbing, and into the open surface water treatment train design, <br />and/or into the Wetland Preservation Zone design. Education materials for <br />residents in the form of a brochure should be given to new residents, and signs for <br />Blanding's turtle should be posted in areas along treatment train areas and <br />wetland preservation areas. (Similar to Marshan Meadow's signs). <br />• Native plants (grasses and forbs) should be designed into surface water treatment <br />train areas and Wetland Preservation Zone areas. <br />• Signs must be posted for wetland buffer areas <br />• Normal landscaping of one boulevard tree per frontage be implemented into street <br />design <br />• Zoning requirements for berming and landscape be approved by the <br />Environmental Board <br />• Proof that all preexisting wells have been sealed and septic systems removed <br />should be provided <br />• A Stormwater Pollution Prevention Plan for North Oaks must address all of the <br />Minnesota Pollution Control's requirements for a SWPPP. <br />• Data must be provided concerning the requirement for EAW or not. <br />• 50 foot wetland buffers must be designed into the plan. <br />
