Peak Hour is lam to 8am and PMPeak Hour is 4: 30pm to S: 30 pm <br />CSAH 54 has design capacity for the daily trips and the proposed Levels of Service do <br />not degrade by more than one (1) LOS; therefore the subdivision is not considered <br />premature. However, staff has concerns regarding the section of Street D near the <br />intersection that has driveways directly accessing onto the road. This shall be evaluated <br />by the developer and reconfigured. <br />The traffic study and technical memo were reviewed in WSB's Plan Review Letter dated <br />April 6, 2016. Although the traffic study needs to be refined, WSB generally concurs <br />that the development can be accommodated with the roadway system proposed. <br />Anoka County Highway Department provided comments on March 30, 2016 regarding <br />trip distribution, access spacing, lane configuration and development impacts. Items to <br />be addressed are sight distances from new intersections and turn lanes. <br />The City believes the access spacing and sight distances of the 3 intersections best <br />utilizes exiting road alignments at 73rd Avenue and Rehbein Street, avoids wetland <br />impact and is consistent with the AUAR. The City and developer will continue <br />conversations with the County. <br />9 <br />
