(1) the building is constructed in such a way that the exterior to interior sound <br />level attenuation is at least 30 dB(A); <br />(2) the building has year-round climate control; and <br />(3) the building has no areas or accommodations that are intended for outdoor <br />activities. <br />Condition #1 can be met if the exterior to interior sound attenuation of the homes is 30 <br />dBA or greater. Depending upon the building construction, glazing type and glazing <br />area, the 30 dBA attenuation can be provided with appropriate design. <br />Condition #2 will be met if the homes are provided with year-round climate control, <br />which is generally standard for new homes in Minnesota that comply with the state <br />energy code. <br />Condition #3 can be met if no areas are designed for nighttime outdoor use. <br />Wetlands <br />A wetland boundary delineation was approved by RCWD on September 3, 2015. An <br />application for wetland sequencing and preliminary wetland replacement plan were <br />submitted to RCWD on February 25, 2016. <br />According to the KJolhaug Environmental Services Wetland Permit Application dated <br />February 22, 2016, the wetland delineation located 28 wetlands of approximately 20 <br />acres in size. All of the wetlands have been disturbed and degraded by a history of <br />subsurface tile drainage and/or agricultural use. MnRAM analysis demonstrated that no <br />wetland plant communities of high function are present on site and the proposed project <br />and proposed replacement plan will result in no net loss of wetland function. <br />The site is located within in the RCWD Lino Lakes Comprehensive Wetland Protection <br />and Management Plan boundary. A portion of the site is in the Wetland Management <br />Corridor (WMC). <br />22 <br />
