The neighborhood is proposed to <br />consist of approximately 871 units, made up of attached row townhomes and detached single <br />family homes on various lot sizes at different price points. The proposal will also include a <br />component of age targeted or single level living detached townhomes. The proposal contains a <br />central neighborhood park integrated into network of public open spaces, an extensive storm <br />water management system and a variety of different wetland complexes, both natural and <br />created. The concept plan and proposed house plans have been reviewed by the City Council on <br />two previous occasions; first in the context of the overall Lino Lakes market and secondly with a <br />focus on the house plans themselves. <br />Guiding Considerations <br />While there are many considerations to take into account on a proposal of this size, it is <br />necessary understand two factors that drive the design — stormwater management and project <br />scope/location. <br />Often, streets and blocks are designed to create sub -neighborhoods by limiting streets that cut <br />through sub -neighborhoods (connectivity) and building cul-de-sacs. In this proposal, it is done <br />primarily to create naturally draining rear yard areas, minimize City stormwater facilities, <br />minimize gas line crossings and allow for an extensive drainage/ponding system to meet <br />requirements set forth by the Rice Creek Watershed District. While decreasing the number of <br />homes that can be constructed, the plan allows for many more walkouts and sub -neighborhoods <br />— allowing for higher priced homes and more desirable (to the market) pockets of development. <br />Secondly, this is a large project located on a site with little amenity other than its ease of access. <br />To be successful, for both Mattamy and the City of Lino Lakes, a variety of products must be <br />introduced to address a broad spectrum of buyers while also speeding absorption. Offering a <br />variety of products not only makes it possible to move up the housing chain within the same <br />neighborhood but also gives the development a more diverse look, different architectural styles <br />
