To design a neighborhood this size with <br />two or three different products would create too much "sameness". <br />Relationship to Comprehensive Plan <br />Land Use. The City's Comprehensive Land Use Plan shows the property designation as Mixed <br />Use. Within this designation, there was allowed up to be 20% commercial with the residential <br />land allowed to have 4.5 du/net acre with no more than 2/3 of the residential area being 3.0 <br />du/acre or less. Watermark has a net density of 3.45 du/acre. If all the stormwater ponds, parks, <br />open space, screening and wetland (natural and mitigation) areas were removed, a gross density <br />of 2.38 du/acre is achieved. The proposal falls well below what is allowed under the <br />Comprehensive Plan and significantly below the previous proposed Hardwood Creek. <br />Environment. Contained within the City's Comprehensive Plan is a Resource Management Plan; <br />this was a joint effort between the City and the RCWD. Incorporated into this was a system of <br />trail corridors, wetland corridors, stormwater facilities and neighborhood parks. Watermark <br />incorporates all these concepts into its design. The RCWD has removed its WMC designation <br />from the site in order to allow greater creativity and flexibility in design of the open <br />space/stormwater/trail corridor concepts. At this point in the design of the neighborhood, the <br />details of all these facilities remain to be decided but Mattamy has provided a generous land use <br />framework within which to accomplish the intent of the RMP. <br />Parks. The Comprehensive Plan contemplates a 5 acre neighborhood park integrated into an <br />open space system that will contain trails/sidewalks that go throughout the neighborhood as well <br />as continue north and west as indicated in the Comprehensive Plan. Mattamy has designed its <br />stormwater and open space system allowing for a trail system throughout the development, <br />connecting with a new trail along CR 54, pedestrian connections to the commercial areas to the <br />south and the proposed open space system connecting this site to Peltier Lake. <br />Some time ago, a concept plan was done for the central neighborhood park. Since that time, <br />changes to the neighborhood plan has required modifications to previously approved plan. <br />Mattamy and the City are working on these revisions. <br />The townhouse portion of the community will have a private park/playground to serve the <br />residents of the townhouse neighborhood. A small private neighborhood park will also be <br />included in northeast corner of the site to serve the neighborhood in this area. Both these parks <br />will be maintained by the Homeowners Association. <br />
