Streets and Alleys <br />CSAH 32/Ash Street and CSAH 21/Centerville Road are "A" Minor Arterial -Expander <br />roads. The interior roads have 60 foot right of way widths and 32 foot wide paved road <br />surface. A right in/right out is proposed from CSAH 32/Ash Street. Government agency <br />interests in the transportation system surrounding the development include City of Lino <br />Lakes, White Bear Township, City of North Oaks, Anoka County and Ramsey County. <br />A Traffic Impact Study was completed by Spack Consulting on January 22, 2016. A <br />Technical Memo was completed on February 9, 2016. The development is forecasted to <br />generate 956 trips. The TIS indicates LOS F at the CR J(Wilkinson Lake <br />Blvd)/Centerville Road and suggests a southbound turn lane or roundabout as possible <br />mitigation solutions. <br />Anoka County Highway Department provided preliminary comments via email on March <br />18, 2016 requesting 60 feet of right-of-way, eastbound right turn lanes and westbound <br />bypass lane construction at the local road tie-in on Ash St, and improvements to the <br />intersections of Ash St/Centerville Rd and Centerville Rd/CR J. <br />MnDOT responded on March 29, 2016 and had no comments on the project. <br />WSB also provided comments in their April 4, 2016 letter regarding evaluation of site <br />access intersections, internal access to senior rental development and need for future <br />improvements at Centerville Road and Wilkinson Lake Boulevard. <br />Additional comments: <br />• Further conversations will be required with the multiple government agencies to <br />address traffic control needs at the intersection of CSAH 21/Centerville Road, CR <br />J/Ash Street and Wilkinson Lake Boulevard. <br />• Trail shall be extended north -south in the wetland buffer behind the single family <br />lots to Wilkinson Lake Boulevard and provide connection to the existing groomed <br />trail to the south. <br />• Cross sections will be required for each type of street section that identifies street <br />width, sidewalks, trails, boulevard widths, street tree plantings and utility <br />• CSAH 32 and CSAH 21 right of way shall be a minimum of 60 feet from <br />centerline. <br />o Additional right of way may be required for intersection improvements. <br />Easements <br />Standard drainage and utility easements at least 10 feet wide shall be provided along all <br />lot lines. Drainage and utility easements shall also be dedicated over stormwater <br />management facilities 10 feet above the HWL.
