COUNCIL MINUTES <br />APPROVED <br />April 11, 2016 <br />1 CITY OF LINO LAKES <br />2 MINUTES <br />3 <br />4 DATE April 11, 2016 <br />5 TIME STARTED 6*30 p.m. <br />6 TIME ENDED 7:48 p.m. <br />7 MEMBERS PRESENT Council Member Rafferty, Kusterman, Maher, <br />8 Manthey, and Mayor Reinert <br />9 MEMBERS ABSENT none <br />10 <br />i 1 Staff members present: City Administrator Jeff Karlson; Community Development Director Michael <br />12 Grochala; City Planner Katie Larsen; City Engineer Diane Hankee; Director of Public Safety John <br />13 Swenson; and City Clerk Julie Bartell <br />14 <br />15 PUBLIC COMMENT <br />16 <br />17 Nick Arnt, Arnt Construction, 2190 Phelps Road. Mr. Arnt explained that his company has been <br />18 approached by PCI Roads to setup a portable concrete plant at his site to serve the 35E project. They <br />19 request operations for eight days. He will fill out an application for a special use permit. He has <br />20 talked to Anoka County and they are okay. The Minnesota Department of Transportation is also on <br />21 board. They would like to set up the plant in June (three weeks for set up). <br />22 <br />23 Mr. Grochala said staff has explained that the plant would be an interim use and would require a <br />24 Planning and Zoning Board public hearing and review before council would consider granting <br />25 permission. He explained the schedule that is possible; there is time for consideration but the <br />26 timeline is close. <br />27 <br />28 SETTING THE AGENDA <br />29 <br />30 The agenda was approved as presented. <br />31 <br />32 OATH OF POLICE SERVICE <br />33 <br />34 Public Safety Director Swenson introduced new Lino Lakes Police Officer Katie Kramer. Mayor <br />35 Reinert administered the Oath of Police Service to Officer Kramer. <br />36 <br />37 CONSENT AGENDA <br />38 <br />39 Council Member Kusterman moved to approve the Consent Agenda, Items lA through 1F, as <br />40 presented.
