<br />WS – Item No. 5 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 5 <br /> <br /> <br />Date: May 2, 2016 <br /> <br />To: City Council <br /> <br />From: Katie Larsen, City Planner <br /> <br />Re: North Oaks Company, LLC PUD Concept Plan <br /> <br /> <br />Background <br /> <br />North Oaks Company, LLC originally submitted a land use application for PUD Concept <br />Plan review on September 14, 2015. The applicant has submitted a revised PUD Concept <br />Plan based on staff and Planning & Zoning Board comments. <br /> <br />The proposed development is a PUD master planned residential community located south <br />of County Road J/Ash Street, west of CSAH 21/Centerville Road and north of Wilkinson <br />Lake Boulevard. It contains 2 parcels totaling approximately 46 gross acres and consists <br />of the following residential density mix: <br /> <br /> Original Submittal <br />September 2015 <br />Revised Submittal <br />March 2016 <br />Single Family Lots 27 lots 29 lots <br />Twin Homes 34 units <br />(17 twin buildings) <br />30 units <br />(15 twin buildings) <br />Senior Housing Rental MF 75-100 units 147 units <br />TOTAL UNIT COUNT 136-161 206 <br /> <br />The Planning & Zoning Staff Reports dated October 14, 2015 and April 13, 2016 detail <br />the project. The original submittal did not meet density requirements or include a mixed- <br />use commercial component. The revised submittal brings the proposal closer to density <br />requirements but still does not contain a commercial piece. <br /> <br />Commercial Component <br /> <br />A market study for retail potential was completed by Maxfield Research & Consulting on <br />March 4, 2016. The study defined the Market Area and analyzed traffic volumes, <br />population & household data, household incomes, consumer expenditures and retail <br />market conditions. The market study notes: <br /> <br />• The subject site is not located on a major thorough fare.
