<br />• There is no concentration of retail at this location. <br />• The current 10,000 ADT (vehicle trips) supports existing Holiday Station, hair <br />salon and restaurants. <br />• Page 17 suggests the site could support about 5,000 s.f. of destination retailer. <br />• Page 18 suggests the site could capture 5% of the retail growth from 2016-2025. <br />This equates to 14,350 s.f. of retail space. <br />• Page 19 states, “we might recommend a limited amount of additional retail that <br />could be supported in conjunction with the existing restaurant”. <br />• Page 19 states, “until there is a higher population density in the immediate <br />vicinity of the site, attracting additional retail to this location is likely to be <br />challenging”. <br /> <br />Additional comments: <br /> <br />• The need for commercial development needs to be further discussed. <br />• The PUD ordinance could provide language allowing flexibility for the 7 acre <br />senior rental parcel for residential or commercial development. <br /> <br />Transportation <br /> <br />Transportation is also is key component to the project. A Traffic Impact Study (TIS) was <br />completed by Spack Consulting on January 22, 2016. The TIS indicates a Level of <br />Service (LOS) F at CSAH 21/Centerville Road, CR J/Ash Street and Wilkinson Lake <br />Boulevard and suggests a southbound turn lane or roundabout as possible mitigation <br />solutions. <br /> <br />Additional comments: <br /> <br />• Further conversations will be required with the multiple government agencies to <br />address traffic control needs at the intersection of CSAH 21/Centerville Road, CR <br />J/Ash Street and Wilkinson Lake Boulevard. <br /> <br />Requested Council Direction <br /> <br />Staff is seeking Council input on the PUD Concept Plan, specifically the commercial <br />component. <br /> <br />The City’s review and comments on the concept plan’s relation to the Comprehensive <br />Plan and development regulations does not grant any rights to the applicant to develop <br />the property as depicted by the concept plan. <br /> <br />Attachments <br /> <br />1.
