ANALYSIS <br />In 2011, Arnt Construction received an interim use permit for a temporary batch plant with <br />Resolution No. 11-60. The property address was listed as 2209 Phelps Road and the batch plant <br />was located on the north-east quadrant of Phelps Road and Otter Lake Service Road near I-35E. <br />The current request for a batch plant is also addressed as 2209 Phelps Road but will be located <br />south of Phelps Road on the south-west quadrant of Phelps Road and Otter Lake Road. <br />PCI Roads, LLC will be setting up a temporary concrete batch plant for a MNDOT road <br />construction project on I-35E. The plant will be on site for 3 weeks starting June 6, 2016 to June <br />24, 2016 and concrete will be produced for 8 days. The remaining time is for assembly and <br />disassembly of the equipment. <br />Existing Site Conditions <br />Arnt Construction currently operates their road construction/excavation business and stockpiles <br />construction materials on the subject site. A portion of the stockpile will be removed to allow for <br />set up of the batch plant equipment. Clearwater Creek/Judicial Ditch #3 runs along the south <br />side of the property. CR 84/Otter Lake Road borders the property to the east and Phelps Road <br />borders to the north. <br />Comprehensive Plan <br />Land Use Plan <br />The site is guided for industrial use. The current construction operation and proposed temporary <br />batch plant are consistent with industrial users. <br />Transportation Plan <br />Goal #2 of the Transportation Plan is ensure streets and roads are as safe as possible. <br />The proposed haul routes are as follows: <br />1. I-35E north to Anoka County Road 14 east to Anoka County Road 84 south to the <br />site. <br />2. County Road 84 (at Phelps Road) north to Anoka County Road 14 west to I-35E <br />south to project. <br />3. Anoka County Road 84 (at Phelps Road) south to County Road J west to I 35E south <br />to Project. <br />4. I-35E to County Road J east to Anoka County Road 84 north to plant site. <br />Staff has concerns about excess construction traffic on CR 84/Otter Lake Road south of Phelps <br />Road. The proposed routes #3 and #4 shall be eliminated. <br />W <br />
