PUBLIC HEARING: Conditional Use Permit and Site Plan Review for <br />Veterinary Hospital for Rice Creek Animal Hospital <br /> <br />Katie Larsen, City Planner, presented the staff report. Staff recommends approval of the <br />conditional use permit and site plan review for the veterinary hospital subject to the <br />following conditions: <br /> <br />1. All comments from the City Engineer letter dated April 6, 2016 shall be addressed. <br />2. A building permit is required prior to construction. <br />3. A sign permit is required prior to installation of any new wall or monument signage. <br />4. City SAC & WAC trunk fees will be paid with the building permit in accordance with <br />Met Council’s SAC determination. <br />5. Exterior lighting plans and details for the vestibule addition shall be submitted. <br /> <br />Board members and City staff discussed the drive-thru, parking and signs. <br /> <br />Applicant Brian Hansen, business address 6511 Ware Road, commented on the topics of <br />concern from the Board. There may be opportunities to create additional parking, but he <br />ensured that parking has worked fine for the business and he has not received any <br />complaints from clients. Mr. Hansen is hoping they can close on the building and start <br />building 2-3 months after approval from the City Council. <br /> <br />Mr. Root declared the Public Hearing open at 6:53 p.m. <br /> <br />Mr. Kassner made a MOTION to close the Public Hearing at 6:54 p.m. Motion was <br />supported by Mr. Masonick. Motion carried 5 - 0. (Root abstained) <br /> <br />Mr. Laden made a MOTION to recommend approval of the conditional use permit and <br />site plan review. <br /> <br />Motion was supported by Mr. Evenson. Motion carried 5 - 0. (Root abstained.) <br /> <br />B. PUBLIC HEARING: Watermark PUD Residential Community <br /> <br />Ms. Larsen presented the staff report. Staff recommends continuation of the public <br />hearing for PUD Development Stage Plan/Preliminary Plat to allow further review of the <br />project. Preliminary comments to be addressed prior to next Planning & Zoning Board <br />meeting are: <br /> <br />1. Comments from WSB Plan Review Letter dated April 6, 2016 shall be addressed. <br />2. Streets <br />a. The 24 foot wide private roads on the east side of the townhome <br />neighborhood along I-35E shall be 26 foot wide minimum. <br />b. A block section along Street C exceeds 1,500 feet.
