Planning & Zoning Board <br />April 13, 2016 <br />Page 6 <br />APPROVED MINUTES <br />Mr. Root called for a short recess at 9:03 p.m. The meeting was resumed at 9:11 p.m. <br /> <br />C. North Oaks PUD Concept Plan <br /> <br />Ms. Larsen presented the staff report. Staff recommends submission of a Land Use <br />Application for PUD Development Stage Plan/Preliminary Plat addressing all comments <br />noted in the staff report. <br /> <br />Board members brought up questions and concerns regarding lack of commercial <br />property and mixed use, traffic on County Road J, and density requirements. <br /> <br />Applicant Chris Heim of North Oaks Company explained that the development is mainly <br />designed for senior housing and discussed similarities to Waverly Gardens. <br /> <br />Staff is looking for input from the Board on how to move forward with the project. The <br />commercial component is a huge concern for Mr. Laden, Mr. Kassner, and Mr. Root. <br /> <br />No further action is needed at this time. <br /> <br />VI. DISCUSSION ITEMS <br /> <br />A. Outdoor Storage in Industrial Districts <br /> <br />Mr. Grochala discussed the 35E Distribution Facility and ways staff is trying to <br />accommodate for the development. Staff considered doing an ordinance amendment, but <br />after talking to the City attorney they may be looking at rezoning the site to a PUD. Mr. <br />Laden concurred that it sounds like a PUD may be the way to go with this project. <br /> <br />B. Planning & Zoning Board Packet Delivery <br /> <br />Discussion postponed until the next meeting. <br /> <br />C. Project Updates <br /> <br />Mr. Grochala provided an update of current city projects. <br /> <br />VII. ADJOURNMENT <br /> <br />Mr. Masonick made a MOTION to adjourn the meeting at 9:55 p.m. Motion was <br />supported by Mr. Kassner. Motion carried 5 - 0.
