Planning & Zoning Board <br />April 13, 2016 <br />Page 5 <br />APPROVED MINUTES <br />Developer Rick Packer of Mattamy Homes responded to questions and concerns from the <br />board. Mr. Packer discussed the architectural style that makes their buildings stand out <br />and asked that the board evaluate the homes on their merits. Next time he is in front of <br />the Planning and Zoning Board he will have more photographs. Mr. Packer also <br />discussed noise requirements. <br /> <br />Mr. Kassner asked Mr. Packer what would be the degradation to planning if certain <br />homes require add-ons in the back of the house, such as wider window frames. Mr. <br />Packer explained his aversion to evaluating houses on an individual basis and believes <br />once the development is approved, they should be allowed to go forward without needing <br />to look at the houses one-by-one. Michael Grochala, Community Development Director, <br />agreed that the City will not want to check every single house. Staff is comfortable with <br />giving options and having developers meet one of those options. Mr. Packer also <br />discussed market research. <br /> <br />Mr. Root declared the Public Hearing open at 8:35 p.m. <br /> <br />Jim Huber, Centerville resident, questioned why he received a public notice from the <br />Army Corps of Engineers regarding the wetlands around his house. Mr. Huber was <br />wondering if the wetland will be taken away and voiced his concerns on the matter. He <br />also brought up noise levels on 20th Avenue. <br /> <br />Corrine Mitsch, Centerville resident, brought up concerns which included 44’ lot sizes, <br />permitted parking, noise, and Native American burial grounds. <br /> <br />Stephanie Heckman, Centerville resident, explained her traffic concerns and wondered <br />how residents on Deer Pass will be able to get onto 20th Avenue with the increased <br />traffic, taking into consideration existing traffic from Eagle Brook Church. <br /> <br />Staff addressed concerns brought up during the Public Hearing. Mr. Grochala discussed <br />wetlands and drainage in the area and affirmed that the wetland near Mr. Huber’s <br />residence will not be impacted. He discussed noise considerations and ensured that staff <br />is working with developers to do what they can to design around the noise and avoid <br />mistakes that were made in the past. Mr. Grochala explained that an archaeological study <br />was done on this site and no burial grounds were found. He described permitted street <br />parking and described the houses on the 44’ lots in more detail to put the size into <br />perspective. Ms. Larsen added that the City does not allow parking in the grass in any of <br />our neighborhoods. Mr. Grochala also addressed traffic on 20th Avenue. There will be <br />no signaled intersections for now since it is not warranted, but when those warrants are <br />met signals can be added. Until then, the intersections should still be able to operate at <br />the existing level of service. <br /> <br />Mr. Laden made a MOTION to recommend continuation of the Public Hearing. <br /> <br />Motion was supported by Mr. Evenson. Motion carried 5 - 0. (Root abstained.) <br />
