COUNCIL MINUTES <br />May 912016 <br />APPROVED <br />46 FINANCE DEPARTMENT REPORT <br />47 <br />48 There was no report from the Finance Department. <br />49 <br />50 ADMINISTRATION DEPARTMENT REPORT <br />51 <br />52 There was no report from the Administration Department. <br />53 <br />54 PUBLIC SAFETY DEPARTMENT REPORT <br />55 <br />56 There was no report from the Public Safety Department. <br />57 <br />58 PUBLIC SERVICES DEPARTMENT REPORT <br />59 <br />60 There was no report from the Public Services Department. <br />61 <br />62 COMMUNITY DEVELOPMENT DEPARTMENT REPORT <br />63 <br />64 6A) Rice Creek Animal Hospital <br />65 i) Consider Resolution No. 16-30, Approving a Conditional Use Permit and Site <br />66 Plan Review for a Veterinary Hospital <br />67 <br />68 City Planner Larsen reviewed a site plan for Rice Lake Veterinary Hospital to move from their current <br />69 location in Spirit Hills commercial area to an expanded location, still in that mall area. The current <br />70 facility operates under a conditional use permit and the new facility would need the same. The P&Z <br />71 Board held a public hearing, received no comments, and discussed the possibility of adding parking <br />72 but found that not feasible. The only real changes to the site would be the addition of a vestibule as a <br />73 drive -up door. There will be interior improvements, including sound proofing. The findings of fact <br />74 are listed in the resolution. Overall staff and the P&Z Board recommend approval of the permit. <br />75 <br />76 Mayor Reinert applauded the business for finding this solution to more space. It actually fills an <br />77 empty space in the mall. Council Member Manthey added that he is glad to see the facility remain in <br />78 the city. <br />79 <br />80 Council Member Maher moved to approve Resolution No. 16-30 as presented. Council Member <br />81 Manthey seconded the motion. Motion carried on a voice vote. <br />82 <br />83 613) Anoka County Highway 12 (109t}' Av NE/Apollo Drive) and County Road 53 (Sunset Av) <br />84 Intersection Improvements <br />85 <br />86 Brian Bourassa, City Engineer, noted the project for intersection improvements at the location noted. <br />87 He introduced Anoka County staff Andrew Witter, present to follow up on the discussion at the <br />88 council work session when the project was fully reviewed. <br />89 <br />2 <br />
