COUNCIL MINUTES May 9, 2016 <br />APPROVED <br />90 Mr. Witter, Assistant County Engineer, Anoka County Highway Department, addressed the council. <br />91 He reviewed the project in general. The purpose is to improve the safety of a difficult intersection by <br />92 including a roundabout and moving the intersection further away from a bridge. The project will <br />93 include improvements to benefit pedestrians as well. Some concerns were heard in regard to the <br />94 property on the NE quadrant of the project area related to a drainage easement splitting the property. <br />95 The County hasn't formally sent a revised offer but there are discussions on the matter. There are <br />96 some other minor easements involved. <br />97 <br />98 Mayor Reinert confirmed that the city does not need to be involved at this point in the negotiations for <br />99 the easements. Obviously two of the properties with easements are in the City of Blaine. He noted <br />100 his own experience with the intersection, over the years being recognized as an unusual traffic <br />101 configuration. He expects this improvement will help with safety, noise, emissions and pedestrian <br />102 movement. <br />103 <br />104 Council Member Manthey noted that the map indicates that the roundabout will actually push traffic <br />105 more south and west from the city, and that's something of a benefit. <br />106 <br />107 Mr. Bourassa reviewed each of the resolutions. Actions include permanent parking restrictions, <br />108 marked by no parking signs, called for in the improvement plan, approval of plans for the actual <br />109 construction project, and conveyance of an easement that will allow for drainage <br />110 <br />111 i. Consider Resolution No. 16-32, Prohibit Parking on Highway 12 (109tt' Av NE/Apollo <br />112 Drive) and County Road 53 (Sunset Av) <br />113 <br />114 Council Member Kusterman moved to approve Resolution No. 16-32 as presented. Council Member <br />115 Maher seconded the motion. Motion carried on a voice vote. <br />116 <br />117 ii. Consider Resolution 16-33, Authorizing the City Engineer to sign the project <br />118 construction plans <br />119 <br />120 Council Member Rafferty moved to approve Resolution No. 16-33 as presented. Council Member <br />121 Maher seconded the motion. Motion carried on a voice vote. <br />122 <br />123 in. Resolution No. 16-34, Convey Permanent Easement for Drainage purposes Parcel 5PE <br />124 <br />125 Council Member Kusterman moved to approve Resolution No. 16-32 as presented. Council Member <br />126 Rafferty seconded the motion. Motion carried on a voice vote. <br />127 <br />128 6C) Resolution No. 16-35, Approving Lane Acquisition Escrow Agreement, Saddle Club — <br />129 Community Development Director Grochala recalled the city's previous approval of a development <br />130 agreement for this project contingent upon the acquisition of certain property from Comcast. <br />131 Comcast has agreed to the land sale but would like to act through the city. That is in the works but <br />132 the developer is interested in moving forward while awaiting that final agreement with Comcast. <br />133 The escrow agreement provides for the developer to deposit necessary funds and therefore be allowed <br />134 to proceed with the development intended. <br />3 <br />
