In addition, park <br /> development funding along with on-going maintenance costs would be prohibitive. The Parks, Natural Open <br /> Space/Greenways and Trail System Plan identifies 30 existing and future neighborhood parks within Lino Lakes.This <br /> document guides our planning for parks, open space, greenways, and trails. A future neighborhood park is not indicated <br /> near the St. Clair Estates Development. Neighborhood parks are the basic unit of the park system and are typically 5 - 10 <br /> acres in size, with 3 acres the desired minimum size. Service area is%to% mile. <br /> Rather than duplicate park amenities within the residential developments near Hokah Drive and Birch Street, Rice Lake <br /> Elementary School (RLE) serves as the park for area residents. RLE is located less than % mile from the Spirit Hills <br /> development and has a playground, full size basketball court, paved trails, ball fields, and soccer fields. The paved trail <br /> along the north side of Birch Street provides easy pedestrian access for users. <br /> The upland area for St. Clair Estates is 16.87 acres. Statutorily, the City could require 10% land dedication (1.687 acres) <br /> for park land.The City would have to compensate the developer for the land,then seek funding to develop the park. One part of our conversation is still bothering me and I want to make sure that I heard you right before I <br /> get too alarmist. <br /> I asked you about the potential to incorporate a park (playground specifically) into the development because we do not <br /> have a public park in our vicinity on the north side of Birch that would be easily accessible to our neighborhood. You <br /> stated that Rice Lake Elementary had a playground less than a mile away.
