Evironmental Board <br />March 30, 2016 <br />Page 5 <br />Part 1 was completed in 2014 and is a technical exercise that uses groundwater <br />modeling to delineate the wellhead protection area (WHPA), Drinking Water Supply <br />Management Area(DWSMA) and includes a well and aquifer vulnerability <br />assessment. Part 1 addresses the three municipal water supply wells used by the City <br />and associated water aquifer. <br />Part 2 of the WHPP describes how the results of the Part 1 can be applies to best <br />protect a community's water supply. Once adopted, the Ciy must begin <br />implementation of these objectives. <br />Part 2 plan of action are listed with a few objectives for each: ` R <br />• Well Management- maintain record of public/private wells within the <br />DWSMA. Educate private well owners <br />• Public Education -use the City's newsletter, website or water bill to provide <br />information on wellhead and groundwater protection. <br />• Storage Tank Management -notify owners and educate them <br />• Septic Systems -Coordinate with Anoka County to educate property owners <br />• Stormwater Management -educate the public on waste water management, <br />turf management and proper lawn care and water conservation <br />• Hazardous Waste Management -educate the public on the proper disposal of <br />hazardous waste items <br />• Data Collection -continue to collect and maintain data in order to improve <br />and make revisions to the plan <br />• Water Conservation -Implement a community -wide water conservation <br />program <br />• Land Use Planning and Zoning -Eliminate or reduce the potential risks to the <br />source water aquifer <br />• Implementation -Track and report WHP activities to aid in implementing <br />WHP objectives <br />• Evaluation -Complete an evaluate plan every 2 years <br />Cost up to $10,000 per year to implement this plan. Grants are available twice a year <br />from MN Department of Health to assist in funding. As of this time there is no cost - <br />share at this time. <br />Next step would the City Council formally adopts Plan. Implement the Plan and <br />MDH evaluation —every 21/z years and WHPP amendment every 10 years. <br />For those that have a private well — they would have to get the information off the <br />website or newsletter. There is a list of all the private wells within the DSMA <br />Mr. Schwartz made a MOTION to approve the Plan as written. Motion was <br />supported by Ms. Kaufenberg. <br />APPROVED MINUTES <br />
