PUBLIC HEARING: Watermark PUD Residential Community <br /> <br />Katie Larsen, City Planner, presented the staff report. Staff recommends approval of the <br />Watermark Comprehensive Plan Amendment, Rezoning and PUD Development Stage <br />Plan/Preliminary Plat subject to the following conditions: <br /> <br />1. Comments from WSB Plan Review Letter dated April 6, 2016 and May 4, 2016 shall <br />be addressed. <br />2. Comments from the Environment Board Staff Report dated April 27, 2016 shall be <br />addressed. <br />3. Streets and Trails <br />a. Cul de sacs on Street F, K, L, P and Q exceed 500 feet in length. <br />i. Fire hydrants shall be located every 300 feet. <br />ii. Roadway width shall be 32 feet back to back. <br />iii. A trail connection shall be made off the cul de sac of Street L to Street <br />B. <br />b. Temporary cul de sacs shall be required at the north end of Street D and at the <br />end of any street that terminates between development stages. <br />c. Trail corridors shall be a minimum of 20 feet wide. <br />i. Revise corridor between Lots 436 & 437. <br />ii. Note for corridor from Street L to Street B. <br />d. Sidewalk shall be extended along the north side of Street D to CSAH 54/20th <br />Avenue N. <br />e. Reconfigure Lot 246 so the driveway accesses onto Street W. <br />f. Street V shall include sidewalk. <br />4. Utilities <br />a. Storm sewer pipes shall run along the side or rear property lines to the greatest <br />extent possible to avoid drainage & utility easements encumbering large <br />portions of side or rear yards. <br />i. For example: Lots 561, 505, 506, 255-258, etc. <br />b. Drainage and utility easements along side lot lines over utility pipes shall be <br />wide enough to allow for maintenance equipment and access. <br />i. No encroachments (house, bay windows, A/C units, landscaping etc.) <br />shall be allowed in or above the drainage and utility easements. <br />5. Setbacks <br />a. Twenty (20) foot side yard setbacks will only be allowed on back to back lots. <br />b. Twenty (20) foot side yard setbacks shall be minimized to the greatest extent <br />possible. <br />i. For example, Lots 704, 761, 412, 128, 129, 115 and 116 etc. shall be <br />revised. <br />c. Front setbacks on Lots 237-239 shall be shown as 25 feet. <br />6. Tree Preservation and Landscape, Buffer and Screen Standards <br />a. Detailed landscape berm plans and sections are required along CSAH 54.
