CITY COUNCIL WORK SESSION May 23, 2016 <br />APPROVED <br />42 requesting changes to the MSA designated roadway plan for the City, based on engineer's <br />43 review of needs and to maximize the MSA funding that the city receives from the state. <br />44 6B) 2016 Mill and Overlay Project: Consider Resolution No. 16=39, Accepting Bids <br />45 and Awarding Contract; Consider Resolution No. 1640, Approving Construction <br />46 Services Agreement with WSB & Associates, Inc. — City Engineer Hankee reviewed the <br />47 project and low bid received. She explained that she has done some checking on the <br />48 company that offered the low bid. The reviews have not been great so staff does intend to <br />49 follow the project very closely and give them very specific instruction. They will be made <br />50 aware of the city's policy on damages as well. <br />51 Mayor Reinert discussed the possibility of obtaining a larger escrow from the company and <br />52 Ms. Hankee said there is a standard process that will keep funding available for issues for <br />53 some time. <br />54 The council understands the need to accept the low bid but expects staff to encourage the <br />55 best project possible. Council Member Kusterman suggested that there should be a change <br />56 in the process allowed under law so the city can get the best situation possible for these <br />57 projects. <br />58 6C) Saddle Club Consider Resolution No. 16-41, Approve Conveyance of Conservation <br />59 Easement to Dupont Holdings, LLP — Community Development Director Grochala <br />60 explained that this is a clean-up action related to the Saddle Club project, regarding the first <br />61 phase. There is a wetland situation that requires the developer to provide an easement to the <br />62 state. The process of deeding the property didn't occur earlier and now requires the city to <br />63 give an easement back to the developer who can in turn fulfill his obligation to the state.
