He recommends approval. <br />63 <br />64 Council Member Maher moved to approve the 2016-2017 Labor Agreement as presented. Council <br />65 Member Rafferty, seconded the motion. Motion adopted on a voice vote. <br />66 <br />67 3B) Consider First Reading of Ordinance No. 0146, Amending Chapter 505 of the Lino <br />68 Lakes Code of Ordinances - Administrator Karlson asked that the council consider first reading of <br />69 an ordinance amending the code to indicate that the Lino Lakes Public Safety Department will be <br />70 issuing burning permits for the city. <br />71 <br />72 Council Member Rafferty moved to approve the first reading of Ordinance No. 01-16, as presented. <br />73 Council Member Maher seconded the motion. Motion carried on a voice vote. <br />74 <br />75 3C) Consider First Reading of Ordinance No. 0246, Amending Chapter 1002 of the Lino <br />76 Lakes Code of Ordinances — Administrator Karlson explained that this change would amend the <br />77 City Fire Code to indicate that the city's fire service is the Lino Lakes Public Safety Department and <br />78 authorizing them to carry out the state fire code. <br />79 <br />80 Council Member Rafferty moved to approve the first reading of Ordinance No. 02-16, as presented. <br />81 Council Member Maher seconded the motion. Motion carried on a voice vote. <br />82 <br />83 3D) Consider First Reading of Ordinance No. 03-16, Amending Title 600, Chapters 601, 611, <br />84 612, and 615 of the Lino Lakes Code of Ordinances Relating to Business and Activity Licences <br />85 — City Clerk Bartell explained that Minnesota Statutes authorize the city's Public Safety Department <br />86 to conduct background checks for city licensing purposes. The Minnesota Bureau of Criminal <br />87 Apprehension allows access to their data base for this purpose but they expect that the city has proper <br />88 language in the code to allow that access. Staff has found that several changes to the city code are <br />89 needed in order to allow for continued access to the state data base. The changes are outlined in the <br />90 staff report before the council and are basically nonsubstantive in nature. <br />2 <br />
