The Park Board, staff and Anoka County Parks discussed the potential of a trail corridor <br />north through Outlot A to access the Regional Park but determined it was not necessary. <br />An emergency access trail south to Birch Street will be accessible for recreational use. <br />These costs will not be credited to the developer. <br />Cash in lieu of land dedication shall be required: <br />St. Clair Estates <br />35 lots x $2,500 = $87,500 <br />Tree Preservation <br />The goal of tree preservation is to minimize unnecessary loss of habitat, biodiversity and <br />forest resource and to replace removed trees in areas where tree cover is most critical. <br />The Tree Inventory identifies the basic use area (BUA), Environmentally Sensitive Areas <br />(ESA) and trees proposed for removal. According to the plan, there are 112 total trees <br />being removed on site and 33 of those trees are in a Natural Resource Protected Area <br />within the BUA. This will require 17 new trees for replacement. These replacements trees <br />will be satisfied through open space area landscaping requirements. The Environmental <br />Coordinator reviewed the Tree Preservation Plan and notes protective orange fencing <br />shall be installed. <br />Previous Comments: <br />1. The table on Sheet S7 shall include a column that clearly indicates the 79 trees are <br />being removed from the non -ESA and the 33 trees being removed from Natural <br />Resource Protected Area. <br />This information has been provided. <br />Landscaping <br />Boulevard trees are required at the rate of one (1) tree per lot frontage for single family <br />and two family lots. Thirty-eight (38) boulevard trees are proposed which is compliant <br />with the ordinance. <br />Open areas are being landscaped with 33 trees and 98 shrubs as required by Section <br />1007.043(16). Landscape screening and buffers are not required. <br />The Environmental Coordinator reviewed the Landscape Plan and made general <br />comments regarding species and seed mixes.
