Previous Comments: 1. The proposed Trail and Access Easement from Outlot E to Birch Street shall be a minimum of 40 feet wide. The easement appears to be 30 feet in some locations. This shall be revised. Storm Water Management and Erosion and Sediment Control Per the Site Design Narrative and Storm Water Calculation report, the existing site is mostly undeveloped open field with minimal tree coverage. Soil borings generally indicate sandy materials (fine-grained sand — SP; fine-grained sand with silt — SP-SM) with some silty materials (silty fine sand — SM). The majority of the site drains east and north to Rice Lake. Three NURP ponds and one infiltration basin are proposed to manage stormwater. Previous Comments: 1. The proposed infiltration basin located in the "boulevard loop" shall be eliminated or shall be HOA maintained. The applicant has agreed to establish an HOA to maintain the infiltration basin. Public Land Dedication Staff received calls from neighborhood residents requesting a park and trail in the new development. The Park, Natural Open Space, Greenways and Trail System Plan does not indicate a future neighborhood park within the area. The Park Board reviewed the development proposal at their June 6, 2016 meeting and made recommendation of cash in lieu of land dedication. I
