Details regarding the temporary access for construction traffic shall be provided <br />on the plans and a timeframe for use. <br />This is a new comment. <br />Easements <br />Standard drainage and utility easements at least 10 feet wide are provided along all lot <br />lines. Drainage and utility easements shall also be dedicated 10 feet above the high water <br />level over stormwater drainage ponds. Drainage and utility easements are also shown as <br />being dedicated over stormwater management outlots. Conservation easements shall be <br />dedicated over the wetland management corridor. <br />Previous Comments: <br />1. The proposed Trail and Access Easement from Outlot E to Birch Street shall be a <br />minimum of 40 feet wide. <br />The easement appears to be 30 feet in some locations. This shall be revised. <br />Storm Water Management and Erosion and Sediment Control <br />Per the Site Design Narrative and Storm Water Calculation report, the existing site is <br />mostly undeveloped open field with minimal tree coverage. Soil borings generally <br />indicate sandy materials (fine-grained sand — SP; fine-grained sand with silt — SP-SM) <br />with some silty materials (silty fine sand — SM). The majority of the site drains east and <br />north to Rice Lake. Three NURP ponds and one infiltration basin are proposed to <br />manage stormwater. <br />Previous Comments: <br />1. The proposed infiltration basin located in the "boulevard loop" shall be eliminated <br />or shall be HOA maintained. <br />The applicant has agreed to establish an HOA to maintain the infiltration basin. <br />Public Land Dedication <br />Staff received calls from neighborhood residents requesting a park and trail in the new <br />development. The Park, Natural Open Space, Greenways and Trail System Plan does not <br />indicate a future neighborhood park within the area. The Park Board reviewed the <br />development proposal at their June 6, 2016 meeting and made recommendation of cash in <br />lieu of land dedication. <br />I <br />
