The Environmental Coordinator will review the Tree Preservation Plan and make suggestions for <br />removal of hazardous or unhealthy trees. <br />Landscaping <br />The proposed landscape plan meets the minimum number of trees and shrubs required by <br />ordinance. <br />Where screening is required, the code suggests that a combination of landscaping and berms be <br />used to provide screening. The PUD flexibility is requested to allow outside storage adjacent to <br />I-35E and the asked the applicant to provide more comprehensive screening plan to screen the <br />outside storage from I-35E, 2 1 " Avenue and the residential area south of Cedar Avenue. <br />The revised plans show a staggered double row of trees and berming (through a 4-foot grade <br />change) south of the truck storage area on the south and similar landscaping is proposed for the <br />northern storage area. Additionally, a double row of trees is shown along I-35E to provide <br />screening. All continuous year round planting screens shall require at a minimum a double row <br />of plants with triangulated spacing. <br />The landscape plan shows landscaping in the island adjacent to the proposed shared drive <br />between Lot 1 and Outlot B. The landscaping in this area will provide some interim screening for <br />the residential property to the south until Outlot B is developed. Staff recommends that those <br />trees be increased from 6 feet to 8 feet at planting. <br />Staff finds that the planting plan generally shows compliance with ordinance requirements, <br />however, the Environmental Board memo includes a number of modifications to the proposed <br />species. A final landscape plan must be submitted with the final plat/PUD final plan application. <br />Alternative Urban Areawide Review (AUAR) <br />The site is within the 2005 I-35E Corridor AUAR environmental review boundary. The <br />AUAR was updated in June 2015. The site is generally in compliance with the land use options <br />evaluated in the AUAR. However, the AUAR includes a mitigation plan that assumes certain <br />improvements, including streets, floodplain, wetlands and creek impacts. The City Engineer <br />comment letter dated June 28, 2016 includes a number of conditions that must be addressed to <br />show compliance with the AUAR. <br />Next Steps <br />If the request is approved, the next step would be a land use application for PUD Final Plan/Final <br />Plat approval. <br />11 <br />
