An updated Traffic Impact Study was submitted by Spack Consulting, dated June 27, <br />2016. The following comment/questions should be addressed. <br />• The proposed site plan identifies an outlot that can be developed. The anticipated <br />future development of this lot shall be included with the analysis. <br />• The Site Traffic Forecasting Section shall include a comparison to what was <br />assumed in the AUAR. <br />• The trip distribution used for the analysis did not follow that used in the AUAR. <br />The trip distribution used shall be revised or justified. <br />• The Non -Site Traffic used in the analysis shall include other approved adjacent <br />development traffic volumes (i.e. Mattamy Development). <br />2. With the increase in heavy truck traffic, WB-62 truck turning templets shall be provided <br />showing that these vehicles can circulate through the site; make turns into and out of the <br />site, and make turns at key intersections (21st Avenue at Fairview Street and Fairview <br />Street at 20th Avenue). <br />3. The applicant needs to delineate the light duty from heavy duty on sheet C 1.4 and extend <br />the curb in the southeast inside corner of the drive isle. <br />4. There is no curbing along the east and south side of the drive isle for future expansion and the <br />south drive isle is located within Outlot B. <br />5. The 21st Avenue Construction plans need to designed in cad to the format of MnDOT <br />standard plans(http://standardplans.dot.state.mn.us. This will include cross sections <br />every 50 feet identifying boulevard grades. <br />6. The 21 st Avenue east side boulevard shall be graded to accommodate a future trail 2.5 <br />feet behind the curb. This should be included in the cross sections. <br />7. The existing roadway, drainage and utility easement shall be vacated as part of the final <br />platting process. <br />DEVELOPMENT AGREEMENT <br />1.
