Eliminate the privacy screen on the front porch <br />c. Ensure that building elevations on secondary fronts are upgraded to include two <br />different styles of siding (lap, shake or board and batten). The upgraded <br />secondary front should be provided on the following lots: <br />i. Lots 8 and 27, Block 3 <br />ii. Lots 7 and 8, Block 1 <br />iii. Lots 16 and 17, Block 1. In this location, the developer could provide <br />a more robust landscape plan between the units and the upgraded <br />secondary side elevation could be waived. The final design shall be <br />submitted with final plat. <br />d. The applicant is proposing only one building type. A more diverse color palette <br />should be provided to offset the monotony. <br />e. Detailed house architectural plans, color renderings and material palette shall be <br />submitted for city review and approval. <br />10. Homeowner Association documents shall be required with PUD Final Plan/Final Plat. <br />11. The access easement between Outlot C and the property to the north should be <br />reviewed to ensure that maintenance is addressed. A copy of the agreement should be <br />provided. <br />12. Park dedication shall be cash in lieu of land for 112 units. <br />13. The landscape plan shall be revised to replace the rock mulch between driveways <br />with turf or a mix of landscaping and wood mulch. <br />14. Support the PUD amendments, except as otherwise noted above for porch depth. <br />Board members discussed their concerns and opinions regarding porches, vinyl siding, <br />lighting and colors. Board members would like to see the vinyl. <br />Developer Mike Suel of DR Horton, 20860 Cambridge Court, Lakeville, was present and <br />addressed topics of concern from the board. <br />Chair Tralle declared the Public Hearing open at 9:48 p.m. <br />Mr. Evenson made a MOTION to close the Public Hearing at 9:49 p.m. Motion was <br />supported by Mr. Laden. Motion carried 4 - 0. (Tralle abstained.) <br />Mr. Laden made a MOTION to recommend approval of the Woods Edge PUD <br />Development Stage Plan/Preliminary Plat and Text Amendment subject to conditions <br />listed by staff, with the exception of 9B. <br />Motion was supported by Mr. Evenson. Motion carried 4 - 0. (Tralle abstained.) <br />Board members would like to see an example of the vinyl and recommend changing the <br />ordinance to allow for other materials, including vinyl, in residential districts. <br />DRAFT MINUTES <br />
