NOW, THEREFORE BE IT RESOLVED by The City Council of The City of Lino Lakes <br />hereby makes the following: <br />FINDINGS OF FACT <br />Per Section 1007.024(1) Purpose and Intent, the PUD, by allowing deviation from the strict <br />provisions of this Ordinance related to setbacks, heights, lot area, width and depths, yards, etc., <br />by conditional use permit or a mixture of uses by rezoning to a PUD District, is intended to <br />encourage: <br />a. A development pattern in harmony with the objectives of the Comprehensive Plan. <br />The proposed Watermark PUD master planned residential development is consistent with the <br />goals and policies of the comprehensive plan in regards to resource management, land use, <br />housing, transportation and utilities. The development upholds the City's public values by <br />creating a multi functional open space greenway corridor integrated with the stormwater <br />conveyance system, wetland management and trails. Watermark is consistent with mixed-use <br />land and density requirements and provides a variety of market driven housing products that <br />support life -cycle housing. Safe transportation corridors and public utilities also serve the <br />development. <br />b. Innovations in development that address growing demands for all styles of economic <br />expansion, greater variety in type, design, architectural standards, and siting of <br />structures through the conservation and more efficient use of land in such <br />developments. <br />By allowing a variety of lot sizes and residential neighborhoods, Watermark is able to provide a <br />mix of market driven housing products and single level living that appeals to entry-level home <br />buyers as well as aging populations. The flexible site design also allows for the construction of <br />an extensive greenway corridor and storm water management system. <br />c. The preservation and enhancement of desirable site characteristics such as existing <br />vegetation, natural topography and geologic features and the prevention of soil <br />erosion. <br />The site has limited natural desirable site characteristics. Topography is flat agricultural land <br />with poorly drained soils, drain tile and limited minimal significant tree stands. Existing low <br />functioning wetlands will be enhanced and restored into an extensive greenway corridor and <br />storm water management system. <br />d. A creative use of land and related physical development which allows a phased and <br />orderly transition of varying land uses in close proximity to each other. <br />Development will start from the south where public utilities exist and extend north. The <br />development transitions from the existing commercial property on the south boundary north to <br />compact townhome and 44' single family neighborhood to larger lot neighborhoods. <br />e. An efficient use of land resulting in smaller networks of utilities and streets thereby <br />lowering development costs and public investments. <br />2 <br />
