CITY COUNCIL <br />AGENDA ITEM 6E <br />STAFF ORIGINATOR: Diane Hankee, City Engineer <br />MEETING DATE: June 13, 2016 <br />TOPIC: Consider Resolution No. 16-56, Ordering Public Hearing, I -35W <br />North Corridor Improvements <br />VOTE REQUIRED: 3/5 Vote Required <br />INTRODUCTION <br />Staff is requesting Council order a public hearing for the I -35W North Corridor Improvements <br />on July 25, 2016; with the future action being municipal consent for the project. <br />BACKGROUND <br />Minnesota Department of Transportation (Mn/DOT) completed the final layout for the I -35W <br />North Corridor Improvement project. The I -35W north corridor has been shown to have some <br />of the worst congestion in the metro area. The proposed project will add a lane in each <br />direction from Highway 36 to Lexington Avenue in Blaine. The lanes will be managed under <br />the MnPass program. Eight (8) additions spot improvements along the corridor are also being <br />recommended as part of the project. Construction is anticipated to start in 2019. It is a 4 year <br />project with the phase within Lino Lakes occurring in 2022. <br />The project will include construction of noise walls along the corridor. While the added lane <br />only extends to Lexington Avenue the project will involve some resurfacing work past Sunset <br />Avenue and into Lino Lakes. As a result a noise wall is being proposed for the south side of the <br />interstate. <br />Mn/DOT constructed a sound wall along the north side of 35W in 2009. Following its <br />completion the City received a petition from residents requesting a barrier on the south side. <br />Construction of the newly proposed wall would address this request. The wall construction <br />includes a public outreach process and is subject to a vote by the benefitted property <br />owners/residents. Voting is anticipated to be in favor of the project. <br />The next step in the process is to hold a public hearing on the project and provide municipal <br />consent. The hearing is scheduled for July 25, 2016 and MnDOT staff will be in attendance at <br />the hearing to respond to questions. <br />RECOMMENDATION <br />Staff is recommending adoption of Resolution No. 16-56 to order a public hearing for the I -35W <br />North Corridor Improvements. <br />
