by conditional use permit or a mixture of uses by rezoning to a PUD District, is intended to <br />encourage: <br />1. A development pattern in harmony with the objectives of the Comprehensive Plan. <br />The residential development is consistent with the goals and policies of the <br />comprehensive plan which anticipated development of this residential block as part of the <br />mixed use Lino Lakes Town Center. Woods Edge is consistent with land and density <br />requirements and provides market driven housing products that support life -cycle <br />housing. <br />2. Innovations in development that address growing demands for all styles of economic <br />expansion, greater variety in type, design, architectural standards, and siting of <br />structures through the conservation and more efficient use of land in such developments. <br />The project site was planned as the residential neighborhood block with the mixed use <br />Town Center. The development will add urban townhomes in this planned development. <br />This master planned community offers housing options not available nowhere else in the <br />community. <br />3. The preservation and enhancement of desirable site characteristics such as existing <br />vegetation, natural topography and geologic features and the prevention of soil erosion. <br />The site has limited natural desirable site characteristics. The site has been mass graded <br />and has no significant tree stands. The storm water management system that was <br />previously constructed will be upgraded and will incorporate additional improvements to <br />meet current standards. <br />4. A creative use of land and related physical development which allows a phased and <br />orderly transition of varying land uses in close proximity to each other. <br />The master planned Town Center anticipated a mix of residential, commercial, office and <br />public uses. This project will allow development of the residential block. <br />5. An efficient use of land resulting in smaller networks of utilities and streets thereby <br />lowering development costs and public investments. <br />The residential development will use existing streets and trunk utilities, which will reduce <br />the development costs and required public investments. <br />6. Promotion of a desirable and creative environment that might be prevented through the <br />strict application of City zoning and subdivision regulations. <br />The purpose of the Town Center PUD was to create a mixed use development that could <br />not otherwise have been constructed under the standard zoning and subdivision <br />regulations. <br />8 <br />
