The text amendment to modify the Lino Lakes Town Center Design and Development Guide <br />must comply with the standards in Section 1007.015 of the Zoning Ordinance: <br />1. The proposed action has been considered in relation to the specific policies and <br />provisions of and has been found to be consistent with the official City Comprehensive <br />Plan. The text amendment would allow some modification of the 2004 standards while <br />maintaining consistency with the spirit of the standards. <br />2. The proposed use compatible with present and future land uses of the area and the Town <br />Center Master Site Plan. <br />3. The proposed use is consistent with purpose and intent of the performance standards <br />established by the district. <br />4. The proposed use can be accommodated with existing public services and will not <br />overburden the City's service capacity. The public streets and utilities were previously <br />constructed and no new public streets are required. <br />5. Traffic generation by the proposed use is within capabilities of streets serving the <br />property. <br />RECOMMENDATION <br />Staff recommends approval of the Woods Edge PUD Development Stage Plan/Preliminary Plat <br />and Text Amendment subject to the following conditions: <br />1. The applicant shall address all comments in the WSB Plan Review Letter dated June 2, <br />2016. <br />2. The applicant shall address all comments in the May 25, 2016 Environment Board Staff <br />Report addressed. <br />3. Rice Creek Watershed District (RCWD) must approve the wetland delineation and the <br />applicant must comply with all conditions. <br />4. The plans shall provide a minimum private street width of 26 feet back to back. <br />5. Trail corridors shall be a minimum of 20 feet wide. The trail easement in Outlot C should <br />be revised. <br />6. Driveways shall be a minimum of 22 feet long. <br />7. Air conditioning units and other mechanical equipment must be screened from adjacent <br />streets. The applicant shall provide additional information to show compliance. <br />8. Setbacks <br />a. Primary front yard setbacks shall be a minimum of 10 feet and a maximum of 15 <br />feet. <br />b. Secondary side yard setbacks shall be a minimum of 30 feet. <br />c. Internal side yard setbacks shall be a minimum of 5 feet. <br />d. Rear yard setbacks shall be a minimum of 15 feet <br />9. Architecture.
