D 'R'H011ID <br />ftme,•rca'5 <br />May 9, 2016 <br />City of Lino Lakes <br />600 Town Center Parkway <br />Lino Lakes, MN 55014 <br />0 01-11 <br />NYSE <br />Re: Preliminary PUD Application —Woods Edge Project <br />Prosect Overview & Request: <br />Woods Edge is a proposed 112 unit attached townhome development on 11.2 acres, located <br />north of Village Drive and south/southeast of Town Center Parkway. The property is part of the <br />Town Center area that was master planned by the City and Calthorpe Associates. The property <br />is currently platted as Outlots B and D of The Village No 3 recorded plat. The adjacent and <br />surrounding land -uses include Lakewood Apartments to the west, Lino Lakes Assisted Living to <br />the north across Town Center Parkway, and Lino Lake YMCA to the south across Village Drive. <br />The property to the east is a large wetland owned by the City of Lino Lakes, and lands further <br />east fall within the Rice Creek Chain of Lakes Park Preserve. <br />The City's 2030 Guide plan for the property and adjacent properties shows the property guided <br />for Mixed Use, accommodating a mix of residential, retail, and office uses. The residential <br />townhome units as proposed will require no change in the guide plan. <br />The property is currently zoned PUD, Planned Unit Development (Ord. 04-04, Res. 04-33). No <br />rezoning of the property is required for the proposed application. <br />The Lino Lakes Town Center Design and Development Guide as prepared by Calthorpe <br />Associates identify the design vision and zoning standards for the Commercial, Mixed -Use, and <br />Residential districts of the Town Center area. The Town Center Land Use plan slates the land <br />use of the proposed property as Residential and Residential -x. <br />A preliminary plat proposed by Legacy Holdings, LLC was approved in 2006 for 98 attached <br />townhome units on the eastern two-thirds of the property, with two multi -story residential <br />buildings sited on the western portion of the property. The property was mass graded and <br />streets & utilities were constructed in 2006 in preparation for this development. As the market <br />D.R.
