dropped during the recent recession, the project was never completed as anticipated. The <br />property is currently owned by the City of Lino Lakes EDA. <br />The project will meet all of the applicable PUD zoning district standards as specified in the Lino <br />Lakes Town Center Design and Development Guide, as outlined below. <br />Proposed Uses: <br />The proposed development includes 112 attached townhomes provided in various 3-7 unit <br />configurations. For an increased streetscape presence, the townhome units feature a front <br />porch on the public street and/or open space side, with garage access occurring in the rear via <br />private streets. The units will all accommodate 2 -car garages. Guest parking will be satisfied by <br />a combination of driveway parking, intemal parking stalls, and the existing on -street pull -off <br />parking provided by Woods Edge Boulevard, Town Center Parkway, and Village Drive. <br />All the attached townhomes are proposed to be platted as individual homes within a surrounding <br />common lot that will be owned and maintained by the homeowners association. The HOA will <br />be responsible for snow removal and landscape maintenance for all the townhome units. <br />Common Lot 27 will be a sizable interior open space area that will provide recreational <br />opportunities for the residents. <br />Three outlots are proposed for the project, including Outlots A & B which encompass the private <br />streets and will be HOA owned, and Outlot C which will serve as stormwater ponding, <br />infiltration, and wetland buffer areas and will be dedicated to the City. <br />The property will most likely be developed in two phases, with the first phase starting this <br />summer. The specific phasing breakdown has yet to be determined. The final phasing plan will <br />be worked out with City staff prior to submittal of a final plat for the neighborhood. <br />Town Center Residential Development Standards: <br />The "Regulating Plan" within the Town Center Design and Development Guide (section 2.2) <br />defines the location of Build -to Lines for the Town Center, and the required percentage of the <br />block that must have buildings, parks, or plaza frontage. A 70% minimum is required along <br />Town Center Parkway and Village Drive, and a 50% minimum is required along both sides of <br />Woods Edge Boulevard. Our proposal provides for approximately 75% Build -to coverage along <br />Town Center Parkway and Village Drive, and approximately 85% of coverage along Woods <br />Edge Boulevard as defined in the guide. <br />Residential project density requirements are specified under section 4.2 of the Town Center <br />Design and Development Guide, and outline a minimum net density of 10.0 units per acre and a <br />maximum of 24 units per acre. As indicated on the Preliminary Plat & Site Plan, our proposed <br />density meets the minimum requirement of 10.0 un/ac. <br />Building Massing and Placement guidelines are addressed under section 4.3 of the Town <br />Center Design and Development Guide, and require the primary entry of every dwelling unit to <br />face and be accessible from a street or publicly -accessible open space.
