flexibility from several of the standards. Specifically: <br />1. Section 4.2 of the Guide states that "Within each Residential District, a minimum of two <br />housing models and architectural treatments is required as follows: Facade Treatment. <br />At least two (2) unique architectural treatments for each housing model are required The <br />architectural treatments must differ in each of three categories: a) facade color, roof <br />color, or siding material; b) window pattern and trim detail; and c) porch, entryway, or <br />balcony detailing. Identical buildings shall not be adjacent to or across the street from <br />each other." <br />The applicant is proposing only building type. This does not comply with the intent of the <br />Town Center standards. However, we believe that a variety of distinct color palettes <br />could offset the single design. The applicant has provided 5 color palettes that they are <br />proposing for this development. If the developer provided more variety in the color <br />palette, we believe the amendment to allow only one home type could be supported. <br />2. Section 4.3 of the Guide requires all units to have porches, stoops or other entry features <br />to provide a transition zone between the private homes space and the public street space. <br />"All porches must have a minimum depth of 6 feet clear. A porch must make up a <br />minimum of 30 percent of the width of a building's primary front facade, or 10 feet clear, <br />whichever is larger". <br />The applicant is proposing 4 x 8 porches and requesting flexibility from these standards. <br />The porches do cover 36% of the front building facade, but staff has concerns that the <br />proposed porches are not usable with such a shallow depth. Front porches have privacy <br />walls between the front porches on adjacent units. While the guide does not specifically <br />prohibit these privacy walls, it does not seem to be consistent with intent of the Town <br />Center guidelines which anticipate these front porches as a transition zoned and provides <br />"eyes on the street". Staff recommends that the 8 foot width be allowed, but the depth <br />increased to 6 feet. The Commission should provide direction. <br />3. Section 4.4 provides architectural standards and requires: <br />Recesses. Windows and doors must be recessed at least two inches from walls or exterior <br />trim to create a shadow line for visual interest. <br />The applicant is requesting flexibility from these requirements. <br />4. Section 4.4 also requires that the `!front facade of all residential buildings must be <br />articulated with porches, bay windows, or balconies that face the adjacent street, park, <br />or open space. No wall shall have a blank, uninterrupted appearance exceeding 20 feet in <br />width without a window, recessed panel, lattice, trellis, change in texture or plan, or <br />equivalent treatment. To insure visual interest and appropriate scale, windows, doors <br />and eaves must have reveals and recesses." <br />The applicant has not specifically requested flexibility from this standard, but staff <br />believes that the proposed side street frontages do not meet the intent of this standard. <br />Staff recommends that a different material be provided on the street side, such as shake or <br />board and batten in lieu of the proposed lap siding "B" on those elevations.
