CITY COUNCIL <br />AGENDA ITEM 5A <br />STAFF ORIGINATOR: Rick DeGardner, Public Services Director <br />COUNCIL MEETING DATE: July 11, 2016 <br />TOPIC: Consider Resolution No. 16-72, Authorizing the <br />Replacement of Two Air Conditioning Systems at the Civic <br />Complex <br />VOTE REQUIRED: Simple Majority <br />BACKGROUND <br />City Staff is requesting City Council approval to replace two air conditioning systems at the <br />Civic Complex. Both condensing units have experienced significant failures, and have faulty first <br />stage compressors, limiting the air conditioning capacity to only 50%. Estimated repair costs <br />exceed $45,000. Both units are approaching the average life expectancy of twenty years as <br />tracked by industry standards of the American Society of Heating and Air Conditioning <br />Engineers (ASHRAE). The Montreal Protocol on Substances that Deplete the Ozone Layer calls <br />for the phasing out of R22 refrigerant (which our current system utilizes). No new or imported <br />R-22 will be allowed in the United States on or after January 1, 2020. <br />For the above reasons, we are proposing to have one 20 ton and one 40 ton high efficient R410A <br />condensing units and evaporator coil systems installed. R410A is the new, non -ozone depleting <br />product that replaces the R22 refrigerant system. High efficiency utility rebates ($2,800 - $3,500) <br />are currently available. <br />Staff is recommending the following process: <br />1. Purchase the condensing units and evaporator coil systems directly from the <br />manufacturer (rather than from the contractor who will conduct the actual installation). <br />Projected cost is $50,000 - $55,000. The City will realize a savings in excess of $10,000 <br />in mark-up and sales tax savings. <br />2. Contract with NAC Mechanical and Electrical Services to prepare the plans and <br />specifications for this project for an amount not to exceed $3,200. <br />3. Solicit, receive, and open bids. <br />4. The City Council considers awarding the contract to the lowest responsible bidder at the <br />August 8, 2016 City Council meeting. <br />Funding for this project is from the Building Facilities Fund. <br />RECOMMENDATION <br />Approve Resolution No. 16-72, Authorizing the Replacement of Two Air Conditioning Systems <br />at the Civic Complex <br />ATTACHMENTS <br />Resolution No. 16-72 <br />
