8 <br />Providing connectivity to the existing commercial property south of the development is <br />an important element. Trails and sidewalks will create a pedestrian corridor and link <br />between the residential and commercial nodes. <br /> <br />Transportation Plan <br /> <br />Goals of the Transportation Plan include providing connectivity, improving traffic flow, <br />ensuring safety and street maintenance and coordinating transportation systems with <br />adjacent jurisdictions. The I-35E Alternative Urban Areawide Review (AUAR) and <br />Anoka Highway Department Access Spacing Guidelines are applicable to this <br />development. <br /> <br />Streets A, B and D are consistent with the access spacing along CSAH 54/20th Avenue as <br />proposed in the AUAR and Anoka County Access Spacing Guidelines. <br /> <br />Street A is an extension of 21st Avenue (minor collector) and has 80 foot right-of-way <br />and 38 feet back to back paved roadway. Trail will extend along the north side and <br />sidewalk will extend along the south side of the roadway. <br /> <br />Street B is the main gateway to the development and will feature an arched bridge, stone <br />piers, monument signs and landscaped medians. The right-of-way starts at 110 feet and <br />tapers to 60 feet in width with 32 feet back to back paved roadway. Sidewalk is proposed <br />on both sides. <br /> <br />Street D has 60 feet of right-of-way and 32 feet back to back of paved roadway. <br /> <br />Proposed By-Pass and Turn Lanes along CSAH 54 <br />Intersection on CSAH 54 Northbound Southbound <br />Street A (73rd Ave) Right Turn, Through and <br />Left Turn Left Turn and Through <br />Street B (Main Entrance) Right Turn and Through Through/Left Turn and <br />By-pass <br />Street D (Rehbein St) Right Turn and Through Right Turn and Through <br /> <br />Local roads within the development have 60 foot right-of-way widths and 32 foot wide <br />paved roadways. Shorter and cul de sac roads have 60 foot right-of-way and 28 foot wide <br />paved roadways. <br /> <br />A Traffic Impact Study was prepared by Spack Consulting dated February 13, 2015 and a <br />Technical Memorandum Update was prepared and dated March 27, 2015. The <br />development is expected to generate daily 7,540 trips that are distributed at the <br />intersections as follows: <br /> <br /> <br />
