However, staff has concerns regarding the section of Street D near the
intersection that has driveways directly accessing onto the road. This shall be evaluated
by the developer and reconfigured.

The traffic study and technical memo were reviewed in WSB’s Plan Review Letter dated
April 6, 2016. Although the traffic study needs to be refined, WSB generally concurs
that the development can be accommodated with the roadway system proposed.

Anoka County Highway Department provided comments on March 30, 2016 regarding
trip distribution, access spacing, lane configuration and development impacts. Items to
be addressed are sight distances from new intersections and turn lanes.

The City believes the access spacing and sight distances of the 3 intersections best
utilizes exiting road alignments at 73rd Avenue and Rehbein Street, avoids wetland
impact and is consistent with the AUAR. The City and developer will continue
conversations with the County.
