11 <br />Comprehensive Plan Amendment <br /> <br />A Comprehensive Plan Amendment is required for one 10 acre parcel on the northwest <br />corner to amend the land use guidance from Urban Reserve to Mixed Use and to amend <br />the Sanitary Utility Staging Area from Stage 3 to Stage 1B. <br /> <br />If the Comprehensive Plan Amendment is approved by the City Council, staff would <br />prepare an application for Metropolitan Council review. The Metropolitan Council will <br />review the plan for compliance with the regional systems. Staff is still discussing with <br />Metropolitan Council staff whether the approval for such a minor change (10 acres) can <br />be approved administratively or will require a more formal review. Regardless, the <br />amendment could be processed prior to the applicant submitted for final approvals. <br /> <br />Zoning <br /> <br />The property is currently zoned R, Rural and R-BR, Rural-Business Reserve and will be <br />rezoned to PUD-Planned Unit Development.
