The outlots are for stormwater ponds, wetlands areas, <br />parks, open space and trail corridors. <br /> <br />A block section along Street C exceeds 1,500 feet. This length shall be reduced by <br />eliminating the “ghost plat” cul de sac and extending the road to the north. <br /> <br />The Street D block from Street C to 20th Avenue shall be re-evaluated and possibly <br />reconfigured. The lots abutting 20th Avenue need to meet 40 setback and number of <br />driveways accessing Street D should be minimized. <br /> <br />Streets and Alleys <br /> <br />CSAH 54/20th Avenue N is an “A” Minor Arterial-Reliever and Streets A, O& C provide <br />a north-south corridor between I-35E and CSAH 54 as identified in the Transportation <br />Plan. Streets A, B and D are consistent with the access spacing proposed in the I-35E <br />Alternative Urban Areawide Review (AUAR) and Anoka County Highway Department <br />Access Spacing Guidelines. Street A aligns with 73rd Street; Street B avoids wetlands <br />and provides opportunity for development to the west of CSAH 54 and Street D aligns <br />with Rehbein Street. <br /> <br />The local roads have 60 foot right of way widths and 28 foot wide (cul de sacs) and 32 <br />foot wide paved road surface. Temporary cul de sacs shall be required at the end of <br />future street connections. Sidewalks are incorporated throughout the development. <br /> <br />The preliminary plat indicates 60 feet of right-of-way from CSAH 54 centerline as <br />required. <br /> <br />Several cul de sacs (Street F, K, L, P and Q) exceed 500 feet in length. These cul de sacs <br />shall have fire hydrants located every 300 feet and roadway width shall be 32 feet back to <br />back. It is suggested that Street P and Q be redesigned to create one loop vs. 2 cul de <br />sacs. A trail connection shall be made off the cul de sac of Street L potentially through <br />Lots 650-651 through the storm pond outlot to Street B. <br /> <br />Easements <br /> <br />Standard drainage and utility easements at least 10 feet wide are provided along all lot <br />lines. Drainage and utility easements shall also be dedicated 10 feet above the high water <br />level over stormwater drainage ponds. Drainage and utility easements are also shown as <br />being dedicated over stormwater management outlots. Conservation easements shall be <br />dedicated over wetlands and greenway corridors. A 66’ wide private pipe line easement <br />extends across the northeast corner of the site. <br /> <br />Storm Water Management and Erosion and Sediment Control <br /> <br />The site currently drains to ACD 55 on the south, ACD 72 on the north and overland to <br />the west (existing culvert under county road).
